POSITION DUTIES

The MIA's Financial Regulation Division is recruiting to fill two (2) positions at the Senior Examiner or Examiner-in-Charge I levels. An Examiner-in-Charge I functions as the day-to-day lead worker on financial examinations of medium-sized Maryland-domiciled insurance companies. The Examiner-in-Charge I plans the examination, assigns and reviews work of staff examiners, coordinates the work of specialists, identifies solvency and other issues, and drafts examination reports.

A Senior Examiner functions as an assistant on financial examinations of Maryland-domiciled insurance companies. While on an examination, this position reports to and receives direction from the Examiner-In-Charge designated to oversee that exam. The Senior Examiner examines financial statement accounts with the most complex accounting, internal control, solvency and compliance issues. This position also serves as a lead worker to other staff examiners assisting the Senior Examiner on assigned work. In these instances, the Senior Examiner is responsible for providing direction to and reviewing the work performed by lower level Insurance Examiner staff to ensure that directions are properly carried out..

For both the Senior Examiner and Examiner-in-Charge I levels, portions of the work may be performed at the insurance companies, or other entities regulated by the State, and portions are performed via telework. The positions may be required to travel, in State and out-of-state, and may involve long commutes or overnight stays.

MINIMUM QUALIFICATIONS

Senior Examiner:

Education: Bachelor's Degree from an accredited four-year college or university.

Experience: Three years of experience with a state insurance department, public accounting firm, or similar audit entity, or another entity in a financial or audit-related area.

Licenses, Registrations, and Certifications: Active Accredited Financial Examiner (AFE) designation, Certified Financial Examiner (CFE) designation, Certified Internal Auditor (CIA) designation, or Certified Public Accountant (CPA) license.

Special Requirements: An employee in this classification possessing a Certified Internal Auditor (CIA) designation, or Certified Public Accountant (CPA) license must obtain the Society of Financial Examiners' Accredited Financial Examiner (AFE) designation within three years of employment.

Examiner-In-Charge I:

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience with a state insurance department, a public accounting firm or similar audit entity, or an insurance company in a financial or audit-related area. One year of this experience must have been in an in-charge or supervisory capacity.

Licenses, Registrations, and Certifications: Active Certified Financial Examiner (CFE) designation, Active Certified Financial Examiner (AFE), Certified Internal Auditor (CIA) designation, or Certified Public Accountant (CPA) license.

Special Requirements: An employee in this classification must obtain the Society of Financial Examiners' Certified Financial Examiner (CFE) designation within five years of employment. This must be accomplished by obtaining the Accredited Financial Examiner (AFE) designation within three years of employment and obtaining the CFE within the subsequent two years. For a new employee or existing employee who already possesses an AFE designation, they must obtain a CFE designation within two years of acquiring the position.

SELECTION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service will be required prior to hire. Verification of required designation or license must be provided at the time of application submission. For this recruitment, applicants meeting the minimum qualifications will be placed on the Eligible List as equally qualified and remain eligible for consideration for at least one year.
