Job Description

Fluor is seeking an experienced Senior Electrical & Instrumentation (E&I) Construction Engineer to provide technical leadership and field engineering support for electrical, instrumentation, and controls systems during construction, commissioning, startup, and project turnover activities. This position serves as the primary technical liaison between engineering, construction, quality, project controls, contractors, and client teams to ensure safe, compliant, and efficient project execution.

Key Responsibilities
  • Provide technical oversight for electrical, instrumentation, and controls installation activities.
  • Interpret engineering designs, drawings, specifications, and construction documents to support field execution.
  • Support underground electrical systems, cable routing, grounding, bonding, and code compliance.
  • Develop and execute loop folders, testing and inspection packages (T&IPs), and turnover documentation.
  • Maintain electrical single-line diagrams, redline drawings, and as-built records.
  • Coordinate calibration, testing, relay settings, energization planning, loop checks, DCS readiness, commissioning, and startup activities.
  • Support tubing installation, impulse line routing, vendor skid integration, and multidisciplinary construction interfaces.
  • Manage E&I material shortages, substitutions, RFIs, NCRs, and field engineering issues.
  • Coordinate inspections with Quality, contractors, client representatives, and regulatory agencies.
  • Develop punch lists, oversee completion activities, and support system turnover and project closeout.
  • Administer and manage the Request for Information (RFI) process, maintaining logs, tracking resolutions, and identifying schedule impacts.
  • Coordinate with Engineering, Project Controls, Materials Management, Contracts, Quality, HSE, and Construction teams to drive issue resolution.
  • Provide progress updates and quantity information to Project Controls.
  • Participate in constructability reviews, planning efforts, and execution strategies during project development and construction phases.
  • Support lessons learned, turnover documentation, commissioning, and final project closeout.

Preferred Qualifications

Preferred Qualifications
  • Construction Management degree or equivalent.
  • 12+ years of field experience on large EPC, industrial, energy, infrastructure, or power projects.
  • Experience supporting projects valued between $500 million and $1 billion.
  • Experience with commissioning, startup, turnover, and project closeout processes.
  • Advanced proficiency with Microsoft Office applications, spreadsheets, and project reporting tools.
  • Experience with RFI management systems, document control, and multidisciplinary construction execution.
