POSITION SUMMARY:

Milliman is undertaking a major enterprise transformation program to modernize our HRIS, Finance, Legal, and Professional Services Automation platforms. As part of the Data Enablement Team, we are seeking a Senior Data Governance Analyst to play a critical, hands-on role in ensuring integrity, quality, and seamless migration of data throughout this transformation. This individual will act as the key liaison between the Data Governance Council, business stakeholders, and technical teams, supporting data governance, mapping, migration, validation, and integration activities to enable a smooth transition to new enterprise platforms.

RESPONSIBILITIES:

  • Serve as the primary liaison between business stakeholders, the Data Governance Council, data domain owners, and technical teams to elicit, document, and prioritize data governance requirements across enterprise data domains.
  • Facilitate data governance workshops and working sessions to establish business definitions, data standards, business rules, data definitions, and domain onboarding plans.
  • Profile data and analyze source systems and data structures to assess content, quality, and structure, supporting accurate mapping and migration of master data and data hub models.
  • Develop comprehensive data mapping documents, including source-to-target specifications and transformation logic.
  • Work with Master Data Management (MDM), integration, and platform teams to validate source-to-target mappings and ensure consistency with approved business definitions, data standards, and governance policies.
  • Assist in identifying data quality issues and contribute to metadata and lineage documentation.
  • Create and maintain data catalogs to ensure consistent documentation, easy discovery, and effective management of enterprise data assets.
  • Coordinate with platform subject matter experts (SMEs) to validate data mapping requirements and support successful implementation within MDM, data hub, and integration platforms.
  • Track mapping progress, dependencies, and issues across teams and tools, providing timely updates and resolving blockers.
  • Collaborate with business stakeholders and project teams to understand data requirements for HR, Finance, Legal, and Professional Services functions.
  • Analyze and document existing data sources, structures, and business rules within legacy systems.
  • Develop data mapping specifications to ensure accurate migration to new systems.
  • Support the extraction, transformation, and loading (ETL) of data, including profiling, cleansing, and validating migrated data.
  • Perform data quality assessments and implement data validation processes to ensure completeness and accuracy.
  • Assist in designing and testing data integrations between new enterprise platforms and other business applications.
  • Create and maintain comprehensive documentation of data models, flows, and transformation rules.
  • Identify and resolve data-related issues during migration and post-implementation.
  • Provide regular updates and insights to project leaders and stakeholders regarding data migration progress and risks.
  • Support ongoing data governance and quality initiatives as new systems are adopted.


SKILLS & QUALIFICATIONS REQUIRED:

  • Bachelor's degree in computer science, Information Systems, Data Analytics, or related fields.
  • The ideal candidate must have 7-9 years of experience in data governance, data analysis, or data management role, preferably supporting large-scale system implementations or migrations.
  • The ideal candidate must have strong experience with data analysis, data profiling, data mapping, and ETL processes.
  • Demonstrated experience working with Data Governance Councils, Data Stewardship teams, or similar governance bodies to define and implement data governance requirements.
  • Strong experience gathering, documenting, and translating business requirements into actionable data governance, data quality, and data management solutions.
  • Demonstrated experience conducting business and data analysis activities, including requirements elicitation, stakeholder interviews, process analysis, and documentation.
  • Experience analyzing enterprise data domains and business processes to identify governance opportunities, define policies, and improve data quality and consistency.
  • Proficiency with SQL, Python, and experience working with relational databases.
  • Excellent analytical skills with the ability to interpret and translate business requirements into technical specifications.
  • Strong attention to detail and commitment to data quality.
  • Effective verbal and written communication skills, with demonstrated ability to facilitate workshops and collaborate across business and technical teams.


SKILLS & QUALIFICATIONS PREFERRED:

  • Experience with HRIS, Finance, Legal, or Professional Services Automation systems.
  • Experience participating in or leading Enterprise Data Governance Council initiatives.
  • Familiarity with MDM, data cataloging, and data quality best practices.
  • Experience with data governance platforms such as Microsoft Purview, Collibra, Informatica, or Alation.
  • Experience establishing business glossaries, data stewardship processes, and metadata management practices.
  • Experience in the insurance, risk management, or financial services sectors.
  • Knowledge of regulatory requirements related to data privacy and security.


LOCATION:

This is a remote role. The expected application deadline for this job is August 21st, 2026

COMPENSATION:

The overall range for this role is $71,700 - $131,905. For candidates residing in:

  • Alaska, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York City, Pennsylvania, Virginia, Washington, or the District of Columbia the range is $82,455 - $131,905.

  • All other locations the range is $71,700 - $114,700.


A combination of factors will be considered, including, but not limited to, education, relevant work experience, qualifications, skills, certifications, etc.
