The Senior Contract Specialist provides cradle-to-grave federal acquisition support to CDC OAS, including acquisition planning, market research, solicitation development, evaluation support, negotiation documentation, award preparation, post-award administration, modifications, de-obligations, FPDS reporting, and procurement file completion. The role requires strong knowledge of FAR, HHSAR, CDC acquisition policies, and professional handling of procurement-sensitive information.
Essential Duties and ResponsibilitiesPre-Award and Acquisition Planning- Assist with historical procurement research, market and industry research, acquisition planning, and documentation of acquisition strategies.
- Provide acquisition advice related to applicable laws, regulations, policies, procedures, and reviews/approvals required for procurement actions.
- Attend meetings with OAS and program stakeholders and respond to data calls as requested.
Solicitation and Evaluation Support- Develop and edit solicitation and file documents for Government review, including RFQs, RFPs, IFBs, combined synopsis/solicitations, memoranda, determinations and findings, and checklists.
- Prepare pre-solicitation and solicitation notices for Government review through appropriate channels such as SAM.gov, GSA eBuy, NITACC, NASA SEWP, or agency websites.
- Support SBA 8(a), small business review, SBCX entries, and GWAC/GSA procurement coordination as needed.
- Assist with pre-proposal conferences, quotation/proposal control, technical evaluations, past performance evaluations, scoring, ranking, and documentation of source selection recommendations.
Award and Post-Award Support- Prepare award documents, supporting documentation, notifications, debriefing/feedback materials, and organized procurement packages for Government review.
- Assist with discussions, negotiations, business/pricing analyses, negotiation objectives, and documentation of findings/results.
- Prepare unilateral and bilateral modifications, option notices, administrative modifications, task order changes, de-obligations, and award file updates.
- Complete procurement data reports, including FPDS entries, as assigned.
- Create, organize, and deliver digital/electronic contract files no later than required after completion of assigned actions.
- Support accurate terms and conditions in awards and provide acquisition advice to contractors and program officials on administration issues.
Required Qualifications- Bachelor's degree required.
- At least five (5) years of cradle-to-grave federal contracting experience.
- Current or previous FAC-C certification, or civilian equivalent, required.
- Demonstrated knowledge of FAR, HHSAR, federal source selection support, contract administration, procurement documentation, and contract file standards.
- Ability to independently prepare, review, and organize acquisition documents and procurement files.
- Strong written communication, attention to detail, analytical capability, customer service, and ability to meet deadlines.
Preferred Qualifications- Previous CDC Integrated Contract Expert (ICE) experience.
- Experience supporting CDC, HHS, OAS, OSSAM, or other federal civilian contracting offices.
- Experience with GSA eBuy, SAM.gov, NITACC, NASA SEWP, SBCX, FPDS, and electronic contract file systems.
- Experience supporting high-volume procurement environments with PALT/action status reporting.
- Experience handling procurement-sensitive information under NDA requirements.
