Job Description- Deliver cost assessments, reviews, and assurance services, including the preparation and presentation of independent estimates, cost plans, benchmarks, and reconciliations.
- Support the validation and challenge process of contractor estimates, target costs/prices, and commercial submissions, particularly within collaborative delivery models such as Progressive Design-Build (PDB), CMAR, and CMGC.
- Prepare and review estimates throughout various stages of project development, from business case and concept design through detailed design, procurement, and delivery.
- Support estimating uncertainty analysis and quantitative risk assessment activities as part of target cost validation and project cost assurance.
- Contribute to value engineering and cost optimization initiatives to support informed decision-making and value-for-money outcomes.
- Develop and maintain estimating databases, benchmarks, and cost models for major infrastructure projects.
- Collaborate with multidisciplinary project teams, clients, designers, contractors, and other stakeholders to ensure robust and defensible cost outcomes.
- Assist in the development of junior estimators by sharing technical knowledge, best practices, and estimating methodologies.
- Prepare technical reports, presentations, and cost advice for internal and external stakeholders.
- Maintain awareness of market conditions, industry trends, and emerging estimating practices within the infrastructure sector.
Qualifications- Degree in Quantity Surveying, Civil Engineering, Construction Management, Engineering, or a related discipline.
- Minimum 8-10 years of experience in infrastructure estimating, cost management, cost planning, or cost assurance on major capital projects.
- Demonstrated experience across transportation, aviation, transit, highways, utilities, or other large-scale infrastructure sectors.
- Strong understanding of project development and delivery processes, including collaborative and alternative delivery models such as PDB, CMAR, CMGC, and Design-Build.
- Experience preparing, reviewing, and validating estimates across different project phases and levels of design maturity.
- Knowledge of risk-based estimating techniques, benchmarking methodologies, and cost assurance practices.
- Professional designation or membership (CIQS, RICS, AACE, or equivalent) is preferred or working towards certification.
- Proficiency in industry-standard estimating software, cost databases, benchmarking tools, and Microsoft Office applications.
- Strong analytical, communication, and stakeholder management skills, with the ability to present technical information clearly and effectively.
- Ability to work independently while contributing effectively within a collaborative team environment.

The base salary range for this full-time role is
$125,000 - $150,000 per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate's experience and qualifications.
