Senior Business Analyst will support the Texas Health and Human Services Commission on the TxEVER project. The role involves reviewing, analyzing, and evaluating business systems and user needs within the Vital Statistics Section (VSS), which collects, registers, and amends vital records for legal and administrative purposes. The Business Analyst supports front-line business operations across multiple areas within VSS and works to ensure continuity of business operations related to the Texas Electronic Vital Events Registrar (TxEVER) system. This role formulates systems that align with overall business strategies and applies business process reengineering principles to improve organizational effectiveness. The Business Analyst prepares solution options, risk assessments, and financial analyses to support decision-making. This position requires close coordination with agency stakeholders to document user needs and translate them into actionable technical requirements.
Responsibilities:- Reviews, analyzes, and evaluates business systems and user needs related to TxEVER operations.
- Formulates systems and solutions that align with overall business strategies.
- Applies business process reengineering methods to identify new applications of technology to business problems.
- Prepares solution options, including risk identification and financial analyses such as cost/benefit, ROI, and buy/build assessments.
- Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
- Interprets and applies Texas Vital Statistics laws, policies, procedures, and regulations to business operations.
- Manages small to medium sized projects and creates associated project work plans.
- Produces accurate work estimates and monitors project progress.
- Gathers, organizes, and analyzes facts to recommend solutions and resolve work-related problems.
- Maintains statistical and accounting records and produces data summaries for management review.
RequirementsMinimum Qualifications:- 8 years of experience with knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures, and regulations.
- 8 years of experience with knowledge of MS Office Suite (Word, Excel, PowerPoint, Project, and Visio).
- 8 years of experience in project planning and organization.
- 8 years of experience in business analysis methodologies.
- 8 years of experience analyzing and evaluating complex information technology applications, policies, and issues.
- 8 years of experience developing creative and workable solutions to complex problems and issues.
- 8 years of experience communicating effectively both verbally and in writing with individuals and groups.
- 8 years of experience using initiative and independent judgment and managing time effectively to establish priorities, organize tasks, and assign and direct the work of others.
- 8 years of experience establishing and maintaining effective working relationships, including working with people under pressure, negotiating with multiple parties, and resolving conflicts.
- 8 years of experience reading, interpreting, and understanding material to prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors.
- 8 years of experience gathering, organizing, and analyzing facts, recommending solutions, and resolving work-related problems.
- 8 years of experience maintaining statistical and accounting records and producing data summaries.
- 8 years of experience managing small to medium sized projects when needed.

Additional Requirements:- Local candidates only; must currently live within 50 miles of the Austin, Texas work location.
- Total estimated hours per candidate shall not exceed 1,040 hours for FY27.
- May require work outside normal business hours (evenings, weekends, holidays) as requested.
- This engagement may be amended, renewed, and/or extended if both parties agree in writing.
Work Location and Schedule:Location: 1100 W. 49th Street, Austin, Texas 78756
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding state holidays.
