Full Job Description
This individual will provide executive-level leadership and oversight for a multi-year Blanket Purchase Agreement (BPA), ensuring exceptional customer service, operational excellence, and successful execution of task orders supporting FEMA's mission.

The successful candidate will serve as the primary point of contact between Peers and FEMA, providing strategic leadership, managing personnel and subcontractors, overseeing financial performance, ensuring contractual compliance, and maintaining outstanding client relationships. This individual must be capable of responding rapidly to Government requirements and leading multiple concurrent task orders in a fast-paced federal environment.

Key Responsibilities
  • Serve as the primary interface between Peers and the FEMA Contracting Officer's Representative (COR), Contracting Officer (CO), and Government stakeholders.
  • Provide overall leadership, management, and quality oversight for the BPA and all awarded task orders.
  • Lead the transition, startup, execution, and closeout of task orders while ensuring continuity of operations.
  • Develop and implement program management processes that ensure timely, high-quality, and cost-effective performance.
  • Manage multidisciplinary teams, subcontractors, and consultants across multiple task orders.
  • Monitor contract performance, staffing, schedules, budgets, deliverables, risks, and quality metrics.
  • Ensure compliance with all contractual requirements, FEMA policies, Federal Acquisition Regulations (FAR), and applicable grant regulations.
  • Oversee financial performance, monitor funding levels, labor utilization, and task order burn rates while coordinating closely with finance and contracts personnel.
  • Respond to Government requests, modifications, and task order requirements within required timelines.
  • Support proposal development, staffing strategies, surge planning, and task order responses.
  • Conduct regular status meetings with Government leadership and internal executive management.
  • Identify program risks and implement mitigation strategies before issues impact performance.
  • Foster a collaborative, customer-focused environment that consistently exceeds client expectations.
  • Ensure all contract deliverables meet or exceed quality standards and are submitted on schedule.


Minimum Qualifications
  • Bachelor's degree from an accredited college or university.
  • Minimum of 10 years of recent, relevant experience managing large-scale federal programs, contracts, BPAs, IDIQs, or task order-based contracts.
  • Demonstrated experience serving as a Program Manager, BPA Manager, or Project Manager on federal contracts valued between $50 million and $100 million.
  • Experience managing multiple concurrent task orders, cross-functional teams, subcontractors, and client relationships.
  • Experience overseeing contract finances, budgets, funding, labor utilization, and program performance.
  • Strong understanding of federal contracting practices, FAR, and task order management.
  • Outstanding written and verbal communication skills with the ability to brief senior Government officials.
  • Proven ability to lead high-performing teams while managing competing priorities and tight deadlines.
  • Must be available to the FEMA COR by telephone between 8:30 a.m. and 5:00 p.m. Eastern Time, Monday through Friday, and respond to Government inquiries within two (2) hours during normal business hours.


Preferred Qualifications
  • Experience supporting FEMA or the Department of Homeland Security (DHS).
  • Grants management experience supporting federal grant programs, grant administration, or emergency management initiatives.
  • Experience leading emergency management, disaster recovery, preparedness, resilience, or homeland security programs.
  • PMP (Project Management Professional) certification.
  • FAC-P/PM certification or equivalent federal program management certification.
  • Master's degree in Business Administration, Public Administration, Emergency Management, Project Management, or a related field.
