Full Job Description
The Senior Analyst provides centralized expertise in both budgeting and procurement to support the operational and financial integrity of Facilities Services. This position shares responsibility for budget development, monitoring, and analysis with another Senior Analyst who serves as the primary lead, and may lead or serve as backup on budget activities as needed. The Senior Analyst manages all Facilities Services funds, conducts financial analysis and forecasting, reconciles expenditures, and oversees year-end accounting activities, including encumbrances, disencumbrances, accruals, and preparation of comprehensive financial reports for leadership, committees, and the Judicial Council.

The Senior Analyst also serves as the program's subject matter expert on procurement and contracting, establishing standardized processes, advising management and project managers on procurement strategy, evaluating scopes of work for risk, and ensuring compliance with contractual obligations. This includes liaison with Contracts and Procurement units, auditing contracts for fiscal accuracy, resolving complex disputes, and recommending risk mitigation strategies.

In addition, the position develops and delivers training, creates and maintains automated reporting tools, and mentors analysts and support staff to ensure compliance with financial and contractual processes. The Senior Analyst coordinates with internal and external stakeholders to resolve issues, supports program accountability, and contributes to effective decision-making and operational efficiency across all Facilities Services programs.

Responsibilities
  • Manages and supports Facilities Services budgets by developing and analyzing budgets, monitoring expenditures and forecasts, ensuring accurate accounting and reporting, and coordinating with internal and external partners.
  • Performs financial analysis, reconciliation, and reporting for all Facilities Services funds to ensure accuracy, compliance, and alignment of expenditures with contracts and forecasts, supporting or leading as needed.
  • Oversees procurement and contracting processes to ensure compliance, consistency, and effective execution.
  • Provides guidance on contract interpretation, resolves issues, and mitigates financial and contractual risks.
  • Ensures contract compliance by interpreting agreements, identifying and mitigating risks, resolving disputes, and improving compliance practices.
  • Maintains financial integrity by reviewing contracts and vendor compliance, identifying risks, resolving financial issues, and supporting corrective actions and controls.
  • Supports staff and stakeholders by providing training, developing tools and guidance, mentoring staff, and coordinating efforts to ensure alignment.
  • Develops and delivers training on procurement, contracting, financial processes, and reporting for all Facilities Services funds.
Qualifications

Bachelor's degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. Possession of a bachelor's degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master's degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity.

Pay and Benefits

$7,941 - $11,912 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
