Qualifications

Responsibilities

  • Provide subject matter expertise in Enterprise Financial Risk Management and Internal Controls.
  • Perform internal control evaluations to comply with the Federal Managers' Financial Integrity Act (FMFIA).
  • Conduct risk assessments and develop a risk profile for the Hydrocarbons and Geothermal Energy Office (HGEO).
  • Test the design and effectiveness of internal controls for major business processes.
  • Draft annual FMFIA attestation for the Assistant Secretary of HGEO.
  • Prepare Entity Profile and Financial Management assessments, recommending process improvements.
  • Monitor and enhance the application of internal controls and project management practices.

Job Description

As a Senior Management Analyst, you will provide subject matter expertise in the areas of Enterprise Financial Risk Management and Internal Controls to prepare and complete internal control evaluations in order for HGEO to meet the annual requirements of the Federal Managers' Financial Integrity Act (FMFIA). This is a senior management position requiring a highly qualified candidate to establish the control environment at the Entity level, monitor the application of Internal controls and project management.

Subject matter expert will conduct the risk assessment and preparing, in accordance with OMB guidance, the risk profile for the Office; testing the design and operating effectiveness of the internal controls for all major business processes; drafting the annual FMFIA attestation of the Assistant Secretary of HGEO; preparing the annual Entity Profile, Financial Management and Financial Systems Assessments, and suggesting improvements to major business processes within HGEO.

Job Requirements

  • A BS or MS degree in a position related field and 5-10 years of experience directly relevant to the position requirements. An MBA in Finance and Accounting is plus.
  • A C.P.A. and other certifications such as a G.F.M. (Certified Government Financial Manager) or C.G.M.A. (Chartered Global Management Accountant) are desirable.
  • Knowledge of Federal government financial risk assessment, especially as related to DOE, is desirable.
  • Ability and experience to work independently and take lead responsibility in conducting risk assessments and report development.
  • Excellent communication and writing skills and attention to details.

Salary: $120-$140K
