Qualifications

• Bachelor's degree in Business Management, Finance, Project Management, or related discipline with 18 years of experience; additional experience can substitute for degree.
• Support experience with DoD or IC projects having contracting responsibilities.
• Federal contracting officer, contract specialist, or contracting officer's representative (COR) experience.
• Planning experience in cost-reimbursement and/or sole source services contracts.
• Experience managing classified contracts.
• Leadership or advisory experience on market research techniques.
• Experience in formal cost estimating and assessments.
• US citizenship required.
• Active TS/SCI security clearance with CI scope polygraph eligibility post-hire.

Responsibilities

• Advise Program/Project Managers on acquisition strategies, contracting, budgeting, and execution.
• Support development of procurement requests, sole source justifications, statements of work, and acquisition plans.
• Train and coach government CORs through workshops and training sessions.
• Assist CORs with contract oversight, inspections, and compliance with contract data requirements.
• Support cost estimations from pre-acquisition through project life cycle.
• Lead and advise on effective market research methods.
• Coordinate program elements and provide funding advice to the government customer.
