Summary

This position is located in the Division of Finance's Controller Branch. This position will be responsible for the accurate evaluation and accounting of bank-failure impacts on the Deposit Insurance Statement and FDIC financial statements, as well preparation of various management and financial reports for senior management, external stakeholders, and the public. Duties include planning, overseeing, and coordinating various accounting and reporting initiatives, projects, and assignments.

  • Provides technical accounting expertise by examining professional authoritative accounting and auditing literature and emerging trends and techniques in the accounting profession on issues confronting the Corporation and resolution entities.
  • Assists in the planning and recommendation of strategic initiatives and serves as a project leader directing others to carry out specific aspects of accounting or reporting duties pertinent to the project objectives.
  • Designs, develops, and presents analytical, accounting or financial reports in response to special assignments and requests. Plans and coordinates work projects and assignments, identifies and resolves problems which may adversely impact the completion of assignments and develops recommendations.
  • Initiates, develops, and maintains working relationships with the agency's management, staff officials of other government agencies, auditors and the professional community conducive to sound accounting practices and procedures.
  • Monitors and confirms that internal controls are in place. Determines action required to improve internal controls, and ensures integrity of the accounting and/or reporting system.
  • Develops and implements recommendations approved by the Supervisor for purposes of enhancing the formation and administration of policies, programs, and plans for purposes of improving the functions, systems, and other accounting and reporting operations pertinent to their Section's goals and objectives.
  • Performs first or second level reviews of accounting-related worksheets and schedules prepared by other staff for accuracy and completeness as it relates to supporting documentation for accounting entries, financial or management reports, trial balances, and reconciliations.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements:

1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as experience preparing, analyzing, and verifying financial data and management reports to ensure accuracy, completeness, and compliance with accounting standards; reconciling accounts, researching transactions, and resolving discrepancies; and monitoring information systems that furnish this information.

Salary reflects a pay cap for this position of $257,500.
