ABOUT THE Division

General description

We are looking for an experienced Director for State Energy Conservation Office (SECO) to provide direction and guidance in strategic operations and planning SECO within the Economic Development and Community Investments division. Work involves managing and directing major grant and incentive funding programs, energy efficiency projects, and activities under the U.S. Department of Energy (DOE). Establishes program priorities, goals, objectives, and tools for monitoring progress. Evaluates program functions, develops processes and procedures, and reviews and approves budgets. The right candidate will be enthusiastic about contributing to the successful launch of the program, demonstrate policy and program knowledge, and be ready to contribute immediately in a highintensity work setting.

Work Hours

40 hours a week between the hours of 7 a.m. 6 p.m., with occasional evening and weekend hours. Hours may change based on business needs, especially during legislative sessions. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met, working arrangements may change at any time as business necessitates.

Minimum Qualifications:

• Graduation from an accredited fouryear college or university with a bachelor's degree.
• Six (6) years of experience in the areas of strategic planning and management, or in managing or directing public grant programs.
• Three (3) years of supervisory experience overseeing and directing the work of others.
• Demonstrated experience in planning, developing, implementing and evaluating government or private programs and initiatives.

Preferred Qualifications:

Graduation from an accredited college or university with a master's degree in Public Administration, Public Policy, Business Administration, Engineering or related field.

Substitutions:

One (1) additional year of fulltime experience in the areas of strategic planning and management, or in managing or directing public grant programs may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

Licenses / Certifications (Required):

• A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months, valid Texas driver's license (or state of residency driver's license) and current proof of automobile insurance
• Certified Texas Contract Manager (CTCM) or must obtain the Certified Texas Contract Manager certification within 12 months.
• Certified Texas Contract Developer (CTCD) or must obtain the Certified Texas Contract Developer certification within 12 months.

In this role you will:

• Oversee major grant and incentive funding programs and energy efficiency projects.
• Supervises the work of others. Establishes performance measures and communicates expectations to staff.
• Sets program strategies, priorities, goals, objectives, and standards.
• Plans, develops, and directs overall program administration and operations.
• Develops, implements, and monitors program policies, procedures, and guidelines.
• Monitors program progress using established evaluation techniques and identifies needed improvements.
• Reviews and approves budgets and major expenditures and ensures compliance with funding source requirements. Reviews and approves management, productivity, and financial reports.
• Conducts performance evaluations for program supervisors and others. Prepares and presents work status briefings for management. Identifies potential project risks and difficulties and develops processes to mitigate or avoid them.
• Works with contractors and prospective contractors to plan and implement projects aligned with SECO's mission and the Comptroller's strategic plan.
• Manages and reviews program plans, specifications, and estimates.
• Plans, develops, and approves schedules, priorities, and standards for achieving program goals. Analyzes proposed projects to determine scope, contractor expertise, and funding availability. Coordinates with external stakeholders including research organizations, governmental agencies, utilities, and suppliers.
• Oversee contractor performance and approves contractor payments.
• Reviews internal and external audits, studies, and forecasts to provide program direction.
• Monitors and manages project quality to ensure that deliverables are acceptable and fulfill the terms of the project specifications and customers' requests.
• Prepares and submits required reports to state and federal authorities, including financial and progress reports.
• Oversee the collection, organization, analysis, and preparation of reports. Reviews and approves reports, plans, and specifications.
• Responds to legislative inquiries and information requests and supports development of legislative appropriation requests.
• Oversee strategic communication and outreach efforts for program activities.
• Monitors and reports on U.S. Department of Interior policies, guidelines, and regulations.
• Represents the SECO before internal and external stakeholders to discuss grant program priorities, guidelines and requirements.
• Directs SECO outreach and communication efforts in multiple areas, to include developing strategies for greater outreach, awareness and visibility of the program.
• Develops and maintains relationships with stakeholders to facilitate communication and outreach efforts. Monitors legislative hearings or other public meetings of interest as appropriate.
• Oversee media and website content in coordination with Communications and Information Services division.
• Performs other duties as assigned.
