PSD-4 is seeking a Science and Engineering Program Manager 4 who will work with the Division to develop and implement processes, equipment, and systems to support the highly complex pit production and nuclear material recovery and recycling processes. The SEPM 4 will have the responsibility, authority, and accountability to execute work that supports programmatic milestones and deliverables while setting the standards for professional behavior and operational effectiveness.

You will report directly to the PSD-4 Group Leader and will work with the MR&R CAMs, the MR&R Production Manager, and PSD-DO to provide technical expertise in the planning, tracking, and execution of the MR&R production mission with yearly deliverables.

The successful candidate will have:

  • Proven ability to successfully plan, organize, lead, and monitor a wide variety of team efforts to completion.
  • Proven ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
  • Expert-level knowledge of and consultative experience in all aspects of project and program management of science or engineering, including defining program work scope, schedules, budgets, priorities, an performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
  • Expert-level knowledge of the science or engineering discipline of the assigned portfolio(s).
  • Expert-level knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
  • Consultative experience in developing and nurturing effective high-level internal and/or external customer relationships.
  • Consultative experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.
  • Demonstrated experience in an advisory role, interacting effectively with all levels of external and internal personnel.
  • Excellent oral and presentation skills as evidenced by presenting briefings to stakeholders.
  • Advanced experience interfacing with program and line management to define progress against established milestones, deliverables and developing metrics to report to senior management.


Education/Experience at higher level: Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, an advanced degree and/or Project Management Institute certification is expected.

Desired Qualifications:

  • Advanced knowledge of the technical and operational discipline of Plutonium Supply and Disposition supporting/supported programs as executed in PF-4.
  • Demonstrated ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts.
  • Previous experience in supporting work in a production agency.
  • Project Management Professional (PMP) certification.
  • Advanced technical degree.
  • Willingness to take initiative on new tasks or projects.
  • Technical writing consisting of periodic (monthly, quarterly, etc.) to DOE sponsors.
  • Active DOE Q clearance.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
