The Railroad Commission of Texas seeks an experienced IT Business Analyst IV to perform highly advanced (seniorlevel) business analysis for the implementation of complex technology hardware and software projects within the Technology Modernization efforts at the Railroad Commission of Texas (RRC). Duties involve the use of multiple methods for gathering, developing, and documenting requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; and research and special project support for users.

This position will be responsible for analysis and documentation for the implementation of multiple interrelated projects (including implementing software applications in Software as a Service (SaaS) or Commercial OfftheShelf (COTS), migrating data from the mainframe to new systems, and building a Data Warehouse). Assessment of existing Mainframe Transformation business analysis processes; implementation of any necessary improvements to these processes; and monitoring/enforcement of these processes to ensure deliverables and materials are produced and maintained in accordance with newly established processes and procedures, are of consistent quality, and use accepted business analysis methodologies. May make assignments, track the work of other team members, or complete individual assignments as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This onsite role requires the selected candidate to work from the RRC office in Austin, Texas, and may be eligible for up to 2 days of remote work per week, subject to approval.

Essential Job Duties

• Assesses LoneSTAR program processes, procedures, and standards with a focus on analysis and design, recommends and implements improvements, and monitors implementation and project adherence to these processes.
• Analyzes and documents business processes for IT projects, including the transition of legacy/mainframe systems to modern technologies.
• Elicits requirements, prepares requirements packages, analyzes requirements, verifies and validates requirements and solutions.
• Defining, validating, and deploying AIenabled business use cases using Copilot, Kiro, or similar AI platforms.
• Develops and/or reviews complex system documents and business processes to convey business requirements and to support efficient system design.
• Coordinates and/or participates in user acceptance testing and testing of new system functionality.
• Conducts tests and inspections of products, services, or processes to evaluate quality or performance.
• Provides assistance to developers, systems analysts, and/or customers on applications and software implementations, as needed.
• Provides complex quality assurance consultation to, or oversight of, projects, assignments, and/or special initiatives.
• Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
• Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.
• Leads and/or participates in developing corrective action plans for projects or programs determined to be out of compliance with established policies or processes.
• Works closely with project managers to monitor project quality, risks, and issues; analyze trends; report findings; and make recommendations to alleviate project concerns and mitigate risks.
• Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
• Reviews and assigns to other team members as needed, and completes own assignments.
• Performs related work as assigned
• Analyze complex datasets to identify trends, patterns, and actionable insights
• Collaborate with business units to understand data needs and translate them into analytical solutions
• Perform data cleansing, validation, and quality assurance
• Document data definitions, business rules, and data lineage
• Define data standards, governance policies, and best practices
• Collaborate with IT and business teams to ensure alignment with enterprise architecture
• Oversee the production support team to identify, triage, investigate, and document solutions to resolve production incidents and to improve system functionality, performance, and stability
• Conduct root cause analysis when applicable to identify underlying issues and prevent recurrence.
• Escalate unresolved issues promptly, working closely with key stakeholders through desired resolution

Minimum Qualifications

• Bachelor's Degree from an accredited fouryear college or university, preferably with major coursework in information systems, computer science, business, or a related field.
• 10 years of experience as a Business Analyst, including documentation of processes, requirements, and managing activities; planning, developing, and implementing projects or maintenance activities.
• 8 years of experience as a Business Analyst involving information technology programs.
• 4+ years of experience in data analysis and/or data architecture
• Previous experience in Production Support, DevOps, or Technical Support Lead role.
• Experience with ticket systems, Azure DevOps preferred
• Proficiency in SQL or other analytical languages
• Experience with cloud data platforms (e.g., Snowflake, AWS, and or Azure)
• Strong understanding of data governance, metadata management, and data security
• Experience may have occurred concurrently.
• Experience and education may be substituted for each other on a yearforyear basis.
• Experience with AI platforms such as GitHub Copilot / Kiro, or similar tools.

Preferred Qualifications

• Experience with the RBDMS platform.
• Experience dealing with regulatory processes, for example, permitting, inspection, and/or licensing.
• Experience with process improvement strategies and methodologies.
• Experience with test planning and implementation strategies, particularly user acceptance testing.
• Proven ability to lead change and design more efficient processes.
• Proven ability to resolve conflict and deal with challenging situations.
• CCBA (Certification of Capability in Business Analysis), CBAP (Certified Business Analysis Professional), or similar certification.
• Familiarity with Informatica or other data governance tools
• Knowledge of mainframe data systems and legacy data migration strategies
• Familiarity with AI/ML concepts such as prompt engineering, model evaluation, and responsible use practices
• Experience using Microsoft Copilot or Kiro or similar AI platforms to enhance requirements gathering, documentation, analysis, testing, or workflow automation.
• Experience leveraging AI tools to improve requirements definition, business process analysis, documentation quality, and test coverage.

Knowledge/Skills/Abilities

• Knowledge of Business Analysis and Project Management Processes (BABOK/PMBOK) and the DIR Project Delivery Framework.
• Knowledge of systems and procedures used to evaluate a thirdparty vendor's performance.
• Knowledge of Agile methodologies, including build planning, sprint planning, and sprint execution processes and activities.
• Knowledge of largescale IT operations and information technology industry trends.
• Experience in implementing technology modernization from legacy/mainframe systems into modern technologies.

Physical Requirements

• Ability to work Onsite (RRC HQ , Austin, TX), with the flexibility to follow the organization's telework policy, including eligibility to work remotely up to two days per week if approved. Please note that all RRC positions are subject to state and agency telework policies, as well as the discretion of the direct supervisor and business needs.
• Ability to work a consistent schedule such as MondayFriday, 8 AM 5 PM Central Time, with occasional flexible hours, after hours, weekends, and holidays.
• Note: Salary will be determined based on education and experience.

Additional Information

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
