Project Overview:Our customer is a utility in central Arizona looking to add 2000MW of pumped energy storage to its storage capacity to meet growing demand on its network. We are building a high performing team to deliver this complex EPC heavy civil project and looking for motivated, hands-on, collaborative innovators, doers, and problem solvers. The project will involve the use of the existing Apache lake as the lower reservoir and creation of an upper reservoir by building dams in the Alchesay Canon, the reservoirs will be connected by underground waterways tunneled into the rock, channeling water down the ~1,200ft drop between the two reservoirs. The project scope includes significant access roads work development, construction of the upper reservoir with dams and an overflow spillway, underground tunnel waterways in challenging geological and hydrogeological conditions, upper and lower reservoir inlet/outlet structures, hydromechanical equipment, an underground powerhouse, and surface site facilities and buildings. This is your opportunity to be part of a truly historic project, The position will be based in the BTJV Central Design Office in Mesa, Phoenix for the 12 month Alignment phase of the works then transitioning to include both design and site support during construction as required.
Job Summary:The Roadworks engineering lead engineer is responsible for independently executing and technically leading civil and roadway engineering activities for the SRP Roadworks scope. This role covers planning, design development, technical review, and integration of road infrastructure in accordance with ADOT standards, SRP requirements, and applicable federal, state, and local codes.
The role requires sound professional judgment, close coordination with multidisciplinary teams, and active engagement with design consultants, construction teams, SRP, ADOT, and other stakeholders to ensure safe, constructible, and compliant roadway designs.
A key part of this role is collaboration with JV partner, design consultant and the owner. The roadworks engineering lead shall work with the team to establish regular meetings with design consultants and other external stakeholders as required and reporting cycles for managing, coordinating, and assuring the design. #LI-RM1
Major Responsibilities:- Lead and/or perform civil and roadway engineering design and review for SRP road works, including permanent and temporary access roads, internal site roads and construction haul roads, laydown areas, interfaces and tie-ins with existing public roads, intersections, driveways, and traffic control features, roadside drainage, culverts, ditches, and stormwater systems and flexible and rigid pavement design.
- This role will include working with the Design Subcontractor and discharging responsibilities as set out in the Management of Third-Party Engineering, 10G-M41-00013.
- Review, and approve horizontal and vertical alignments, typical sections and cross-sections, pavement design calculations, drainage reports and hydrology/hydraulics inputs and technical specifications and quantities
- Ensure compliance with ADOT Roadway Design Guidelines, Standard Drawings, Specifications, AASHTO (Green Book), relevant AASHTO pavement & drainage standards, SRP technical requirements and local authority guidelines
- Support design maturity planning and deliverables aligned with EDD / design stage gateways.
- Review drawings and models prior to issue to ensure technical accuracy, constructability, safety, and interface alignment.
- Coordinate with geotechnical, drainage, traffic, utilities, and construction disciplines to ensure designs reflect ground conditions, hydraulic requirements, traffic management needs, and construction staging constraints.
- Identify and manage design risks, utility conflicts, constructability issues, and permitting constraints early in the design process.
- Support permitting and approvals with ADOT, SRP, and other authorities having jurisdiction, including response to comments and technical clarifications.
- Provide construction support, including responses to RFIs, evaluation of nonconformances, review of contractor submittals, and field-driven design clarifications.
- Participate in constructability reviews, safety-in-design workshops, risk reviews, and value engineering exercises.
- Apply Bechtel's Engineering Quality Management System, checking protocols, and design verification requirements.
- Ensure compliance with ES&H requirements, including roadway safety, traffic control, work zone safety, and environmental protection measures.
- Coordinate and manage design consultants' civil/roadway deliverables, including schedules, reports, risks, and issues, and provide feedback to the project engineering manager.
- Chair discipline-specific meetings and manage action tracking.
- Represent the project/client in technical meetings with ADOT, SRP, and other stakeholders.
Education and Experience Requirements:- University/College graduate with BS (or Master's degree) in Civil Engineering or equivalent from a recognized Institute with an overall experience of 15 years.
- Minimum 10 years of progressive experience on roadway/highway infrastructure projects.
Required Knowledge and Skills:- Strong analytical and problem-solving capability.
- Demonstrated working knowledge of ADOT standards and AASHTO requirements.
- Strong expertise in roadway geometry, pavements, drainage, and traffic control.
- Professional Engineer (PE) required - U.S. public agency experience strongly desirable.
- Proficiency with civil design and review tools (e.g., AutoCAD, Civil 3D, MicroStation).
- Able to communicate technical information in writing and orally; to interrelate effectively with individuals and teams and have presentation skills.
- Able to work within a multi-disciplinary, multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
- Flexible and able to adapt to working in a demanding environment, including traveling and working remotely if / when required.
- Familiarity with EPC execution, engineering workflows, and document control systems.
- Exposure to lenders' technical advisor or independent engineers
- Ability to work independently, take ownership of assigned scope, and meet schedule commitments.
- Clear written and verbal communication skills, including preparation of technical narratives and reports.
- Collaborative mindset with the ability to interface effectively with diverse stakeholders.
