Overview:

The Retail Director of Compliance & Inventory owns compliance and inventory strategy across all Glass House Retail dispensary locations, and serves as the senior-most subject matter expert on California Department of Cannabis Control (DCC) regulations, local and ancillary agency requirements, and seed-to-sale (METRC) track-and-trace compliance as they apply to retail operations.

This role sets policy and builds scalable, company-wide programs for inventory management, regulatory compliance, and audit readiness, and serves as the primary escalation point and executive advisor to the Head of Retail/CEO of Retail on regulatory risk. The Director leads and develops a team of Inventory and Compliance Managers across all locations, partners cross-functionally with Compliance, Finance, IT, and Store Leadership, and represents the company in DCC and local agency inspections, audits, and regulatory relationships.

Core Responsibilities:

Compliance & Regulatory Strategy
• Serve as the company's senior subject matter expert on DCC regulations under the California Business and Professions Code, on cannabis requirements of local licensing jurisdictions, and on requirements of ancillary agencies ( Division of Weights & Measures, DMV for Motor Carrier Permits) as they apply to retail operations.
• Own the regulatory compliance strategy for all Glass House Retail locations; set enterprise-wide policy and Standard Operating Procedures (SOPs) governing inventory, track-and-trace, and store-level compliance.
• Monitor and interpret DCC regulatory notices, updates, emergency actions, and guidance documents; determine operational impact and direct policy changes to store and field leadership.
• Own license renewals, amendments, and notifications with the DCC for retail locations, ensuring timely and accurate submissions.
• Lead DCC and local agency inspections and audits across all locations; own pre-inspection readiness, site review, and post-inspection corrective action plans.
• Direct scheduled compliance audits across all locations and hold General Managers and Inventory and Compliance Managers accountable for resolution of findings.
• Own recurring compliance reporting to executive leadership, tracking risk areas, audit outcomes, and remediation status across the retail portfolio.
• Ensure store teams maintain required registrations, certifications, and credentialing in partnership with Human Resources.

Inventory & Track-and-Trace (METRC) Oversight
• Serve as METRC/Track-and-Trace Administrator for all retail locations, owning system architecture, API integrations, and user credentialing.
• Own escalation protocols for track-and-trace errors and non-compliance, including thresholds for retraining or disciplinary action.
• Direct inventory audits and reconciliations across all locations; hold teams accountable for accurate data and counts.
• Own the correction and communication process with local and state officials when significant reporting discrepancies arise.
• Set enterprise inventory and compliance SOPs and serve as the final subject matter expert on their execution.
• Partner with Finance and Retail Buying leadership to ensure inventory accuracy across all systems (e.g., METRC, Treez, Business Central, Blaze, Onfleet, Node).
• Establish thresholds for significant inventory discrepancies (e.g., loss, theft, or damage over 5%) and own resulting investigations for Compliance and in collaboration with Security, and Operations.
• Own training curriculum and materials for METRC and inventory compliance company-wide, including onboarding for new Inventory and Compliance Managers.
• Advise on and approve returns, recalls, and exchanges of product within the track-and-trace system.

Retail Operations & Financial Oversight
• Own inventory and compliance performance across all Glass House Retail locations, ensuring adherence to DCC and local regulations while driving operational efficiency and profitability.
• Direct execution of retail inventory projects tied to location openings, expansions, and relocations, coordinating cross-functional teams and timelines.
• Partner with Retail Buying and Finance leadership on category in-stock performance, vendor/distributor payment and delivery cadence, and expense control across all locations.
• Evaluate and continuously refine inventory management processes company-wide; present findings and recommendations directly to the Head of Retail/CEO of Retail.
• Own oversight of Loss Prevention standards as they relate to inventory accuracy and shrink across the portfolio.
• Direct facilitation of returns, credits, recalls, and exchanges with distributors in accordance with compliance requirements.
• Partner with IT and Systems Management on platform enhancements and new system implementations that impact inventory and compliance.

Leadership, Team Development & Communication
• Build, lead, and develop the Inventory and Compliance Manager team across all locations, including hiring, onboarding, and succession planning.
• Set goals, expectations, and performance standards for the Inventory and Compliance function; conduct regular check-ins and provide coaching and mentorship.
• Serve as the primary advisor to the Head of Retail/CEO of Retail on inventory and compliance matters, delivering executive-level updates and recommendations.
• Represent Retail in cross-functional planning with Compliance, Finance, IT/Systems, and Operations leadership.
• Champion a company-wide culture of compliance, communicating regulatory changes and their operational impact to store and field leadership.
• Exhibit sound judgment, professional communication, and problem-solving in high-visibility, high-risk situations.

Qualifications:
• Must be 21+ years of age.
• Bachelor's Degree required; advanced degree a plus.
• 7+ years of progressive experience in cannabis compliance and/or retail inventory management, including 4+ years in a leadership role managing managers.
• Comprehensive knowledge of METRC and the California cannabis regulatory framework (DCC, local ordinances, and ancillary agencies).
• Experience building or scaling a compliance or inventory program at a multi-location, vertically integrated, or multi-state cannabis company strongly preferred.
• Must pass a federal background check via Live Scan.
• Bilingual preferred.
• Authorized to work in the United States.
• Strong analytical, project management, and cross-functional leadership skills, with a track record of successful program implementation.

Work Environment:
• This role operates in a professional cannabis retail and corporate office environment.
• Routinely uses standard office and store equipment such as computers, phones, printers, and POS/inventory systems.
• Regularly requires availability during evenings, nights, weekends, and holidays as business needs require.

Physical Demands:
• Regularly required to see, talk, and hear.
• Frequently required to stand, walk, use hands or feet, and reach with hands and arms.
• Must be able to lift, push, pull, and/or move up to 50 lbs.

Position Type and Expected Hours of Work:
• This is an exempt, full-time salaried position reporting to the Head of Retail/CEO of Retail.
• This position may require work on early mornings, late nights, weekends, and holidays based on business needs.

Travel:
• Reliable transportation is necessary for this position. Regular travel to store locations across all markets, as well as corporate offices, is required for audits, training, inspections, and cross-functional coordination.
