Summary

The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the National Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of National Intelligence. The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities. Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulation, justification, execution, contracts, manpower, financial audits, and ODNI budget matters in coordination with the IC, OMB, DoW, and Congress. The IC CFO serves as the single point of integration for all performance- and budget-related activities across the 18 NIP elements.

Major Duties and Responsibilities:

Lead examination of NIP budget request and execution data related to assigned mission and issue portfolios to ensure accuracy and consistency with National and Intelligence Community strategic priorities.

Collaborate with portfolio stakeholders across ODNI (NIMs and Functional Oversight Offices) and the IC program elements to identify strategic priorities, current capabilities and resources, and future requirements, and provide stakeholders with resource analysis and recommendations for addressing resource priorities within the planning, programming, and budgeting cycle.

Perform critical analysis of resources or assigned Programs and/or mission objectives, identify and evaluate alternatives to address budget issues, and provide structured recommendations to IC leadership with coordination from key stakeholders.

Lead the production of budget resource justification materials related to cross-program portfolios for Congressional Budget Justification Books, IC CFO and DNI budget testimony.

Lead the review and development of Congressional budget testimony, responses to Congressional queries, Questions for the Record, Congressionally Directed Actions, and letters, memoranda and reports regarding program, budget and execution issues.

Provide support for the annual Program Budget Review process, which identifies strategic, priority investments for DNI consideration.

Plan, schedule and implement activities related to the performance planning process and results for assigned programs and/or mission objectives; advise, support, and ensure performance requirements, goals, measures and assigned activities are established, tracked, and reported.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Extensive knowledge of performance management, budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service.

Demonstrated ability to conduct independent research, apply analytic techniques, and synthesize data to analyze complex IC program, mission and capability issues, and produce clear, logical, and concise recommendations and products.

Demonstrated organizational and interpersonal skills, specifically, the ability to plan strategically and manage competing priorities, the ability to negotiate, build consensus, and work effectively in a collaborative environment, and the ability to establish and maintain professional networks across all levels of management both internal and external.

Excellent organizational skills to respond to multiple tasks and projects under short deadlines.

Demonstration of responsible experience in Performance, Resource Management or Financial Management fields within the DoD, (IC), other Government Agency or Private industry.

The Office of the Director of National Intelligence (ODNI) is a United States government agency responsible for overseeing the United States Intelligence Community and directing intelligence activities of the United States.
