The Office of the Director of National Intelligence (ODNI) is a United States government agency responsible for overseeing the United States Intelligence Community and directing intelligence activities of the United States. The Director of National Intelligence serves as the head of the Intelligence Community, overseeing and directing the implementation of the National Intelligence Program and acting as the principal advisor to the President, the National Security Council, and the Homeland Security Council for intelligence matters related to national security. The ODNI was established in 2004 in response to the 9/11 Commission's recommendation that the intelligence community be restructured to better protect the United States. The ODNI is responsible for developing and implementing policies and procedures for the conduct of intelligence activities, ensuring that the intelligence community operates in accordance with the Constitution and applicable laws and regulations, and providing strategic guidance to the intelligence community.
