Duties

This position is located at the Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator - Headquarters Operations - Regulations and Rulings Division.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Develops, writes, and coordinates policy and regulatory decisions based on: Consensus with TTB and Treasury Department officials, and the Director, Regulations and Rulings Division, and analysis of rulemaking comments submitted by industry members and the public.
  • Reviews rulings, industry circular, procedures, letters, memoranda, forms, and other public guidance associated with a program area to ensure consistency with policy and regulatory decisions.
  • Serves as an advisor to top-level management such as the Assistant Administrator (Headquarters Operations), division directors, Field Operations managers, and Chief Counsel on all policy issues and technical matters within the program area.
  • Provides leadership and guidance to Headquarters Operations and Field Operations managers on the development, implementation, and impact of trends, technology, and other matters affecting the assigned program area.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.Specialized Experience for this position includes:

- Drafting rulemaking documents, policy analyses, or regulatory interpretations, including contributing to regulatory text or supporting materials; OR

- Interpreting and applying Federal or state regulatory requirements to a regulated industry and providing guidance to industry members on compliance or implementation issues.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Possess a valid state motor vehicle operator's license or Commercial Driver's License (CDL) upon appointment OR within days of appointment (as appropriate) and maintain a valid license while you occupy the position.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
