JOB DESCRIPTIONThe Regional Health, Safety & Quality Manager (HSEQ) oversees, coaches, and enforces HSEQ measures during project planning and execution, including preparing safe work documentation.
This position supports the entire OBR Eastern US Region and plays a key role in integrating a recently acquired company, AMC, into OBR's health, safety, environmental, and quality framework.
This is a remote position supporting the Eastern US Region. Ideal candidates should reside within the Greater New York City area or be in close proximity to NYC to effectively support regional operations and customer sites.
Travel is required and is expected to represent approximately 50% of the role. Frequent day and overnight travel throughout the Eastern Region will be necessary to conduct field audits, support project teams, perform site inspections, and ensure compliance with HSEQ standards.
ROLES/TASKS OF THE POSITION- Champion OBR safety and quality programs in the East Region.
- Provide support outside of region as needed.
- Lead and enforce OBR safety & quality policies, procedures, and risk strategies.
- Perform regular field audits for OBR projects in the region.
- Provide weekly activity reports for findings and deficiencies to identify reoccurring issues.
- Train OBR Companies' personnel on various HSEQ requirements.
- Provide safety expertise across employees, clients, and facility operations, including OSHA compliance and incident investigations.
- Strong knowledge of OSHA guidelines and workplace tools/equipment.
- Identify hazards, implement corrective actions, and ensure job sites are planned and executed safely.
- Collaborate with corporate safety, leadership, project management, and customer EH&S teams to develop and support safe work plans to meet expectations.
- Conduct safety orientations, audits, inspections, and maintain required documentation (training records, hazard analyses, reports).
- Develop site safety plans, JSAs, THAs, and safe work procedures for projects.
- Investigate incidents, report findings, and verify corrective actions in a timely manner.
- Manage safety equipment, onboarding of new crew members, and support regional safety performance.
- Supervise and mentor field personnel; perform Site Safety Coordinator duties as needed.
- Develop strong understanding of OBR quality policies and procedures.
- Create project Inspection Test Plans (ITPs) to ensure OBR & customer quality requirements are met.
- Support office and field personnel with Non-Conformance Report development, dispositioning, and tracking metrics.
- Other duties as assigned.
EDUCATION & EXPERIENCE- Bachelor's degree in occupational health and safety, management, or equivalent.
- At least 5 years of experience in industrial health and safety role.
- Certifications such as CSHO, CHST, ASP, or CSP preferred.
- Skilled in Microsoft Office applications, including Word, Excel, and Project.
- Ability to communicate clearly and effectively, both verbally and in writing.
- 1-2 years of quality control experience preferred.
WORKING ENVIRONMENT AND PHYSCIAL DEMANDSEmployees must be able to perform the essential functions of this role, with reasonable accommodation provided as needed. Requirements include:
- Work outdoors or in plant environments with exposure to weather, heat, noise, and nearby hazardous chemicals.
- Regular physical activities include standing, walking, sitting, climbing (stairs or structures).
- Standing for extended periods or sitting for prolonged computer-based training.
- Passing a pulmonary fit-test.
- Perform keyboarding/typing and reading from screens or paper.
- Work long shifts (10-12 hours, up to 13 consecutive days) in a fast-paced environment
- Frequent travel, including overnight stays, and extended period spent visiting active construction and industrial job sites throughout the Eastern US Region.
PREREQUISITES & REQUIREMENTS- Negative 10 panel urinalysis and breath alcohol test.
- Valid Driver's License and proof of U.S. Citizenship.
- Satisfactory background check
- Ability to maintain active status in DISA with a score of 2 or less
- OSHA 30 Certification
- Valid TWIC card preferred
- Certification in CPR, First Aid and Blood Borne Pathogens
- Silica Competent Person Training preferred
