Full Job Description
Contracting Specialists DC LLC is seeking an experienced and results-driven General Manager - Mid Atlantic Region to lead and oversee regional operations within our restoration and repair division. This executive leadership role is responsible for the overall performance, strategic growth, operational excellence, and financial success of the Mid-Atlantic region, including oversight of two program offices and associated project teams. The ideal candidate will possess deep industry expertise in concrete repair, masonry restoration, waterproofing, structural rehabilitation, and access systems, along with strong business acumen, leadership capability, and operational discipline. This individual will drive regional growth, mentor and develop program leadership teams, strengthen client relationships, and ensure successful execution of complex restoration projects across federal, commercial, and institutional markets. A background in structural or civil engineering is considered a strong advantage. Federal construction experience is also considered a strong advantage but not required. Proven industry experience in concrete restoration and repair is required.

Salary Range: $175,000-$195,000/annually DOE

Essential Duties & Responsibilities

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.

  • Provide executive leadership and operational oversight for all Mid Atlantic regional restoration and repair operations.
  • Direct and support two regional program offices, ensuring alignment with company goals, operational standards, and financial objectives.
  • Lead regional business development initiatives, strategic growth planning, and client relationship management across public and private sector markets.
  • Maintain accountability for overall regional performance, including profitability, backlog development, operational execution, safety, quality, and client satisfaction.
  • Oversee program managers, project managers, engineers, and support staff while fostering leadership development, accountability, and team growth.
  • Develop and implement operational strategies to improve efficiency, resource utilization, scheduling, and cost control across all active programs and projects.
  • Review and manage regional financial performance, including forecasting, budgeting, revenue tracking, labor productivity, WIP reporting, and cost-to-complete (CTC) assessments.
  • Ensure effective project execution from preconstruction through closeout and warranty phases.
  • Support estimating and preconstruction teams with strategic input on risk management, staffing, means and methods, and operational planning.
  • Promote and enforce company safety standards, quality control procedures, and operational best practices throughout the region.
  • Serve as a senior point of contact for owners, consultants, subcontractors, government agencies, and internal leadership teams.
  • Assist in recruitment, retention, mentorship, and professional development of regional personnel and emerging leaders.
  • Drive continuous improvement initiatives focused on operational consistency, financial performance, and customer satisfaction.
  • Provide leadership and oversight on technically challenging restoration projects involving masonry, concrete repair, waterproofing, structural stabilization, coatings, and specialty access systems.

Minimum Qualifications:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.
  • Minimum of 10+ years of progressive leadership experience within the restoration, repair, or specialty construction industry.
  • Demonstrated experience managing multiple programs, offices, or business units with full P&L accountability.
  • Strong knowledge of:
  • Concrete repair and structural rehabilitation
  • Historic and commercial masonry restoration
  • Waterproofing systems
  • Access and façade restoration systems
  • Building envelope repair and protection
  • Proven business and financial management capabilities, including budgeting, forecasting, cost control, and operational planning.
  • Strong leadership, communication, organizational, and team development skills.
  • Ability to lead high-performing teams in a fast-paced, multi-project environment.
  • Experience with federal construction projects, government contracting, or USACE/NAVFAC/GSA work is a Plus.
  • Structural or Civil Engineering background is highly preferred.
  • OSHA and industry certifications are a plus.
  • Proficiency in project management and financial software platforms


Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

This position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 35 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to: hard hats, steel toed boots, eye protection, respiratory protection, and hearing protection. Must always maintain a constant state of mental alertness.

Working Conditions

Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
