Basic FunctionLeads refinery planning and optimization activities including Short Term Operating Plan (STOP) stewardship, oil flow planning, inventory management, economic analysis, and constraint identification under minimal supervision. Acts as the primary interface between refinery operations and regional planning teams, providing refinery capabilities, constraints, risks, and opportunities that support regional planning decisions while ensuring refinery execution aligns with approved operating plans.
Job Duties- Owns refinery operating assumptions, constraints, and opportunities for in-month and out-month operations.
- Identifies, evaluates, and communicates the impact of refinery constraints, risks, and opportunities on in-month and out-month operating plans.
- Coordinates with Operations, Engineering, and other refinery personnel to align operating plans, constraints, opportunities, and execution priorities.
- Provides refinery operating assumptions, constraints, opportunities, and inventory outlooks to support regional planning and optimization activities.
- Participates in Regional Planning discussions, representing refinery capabilities, constraints, risks, and opportunities to support integrated planning and optimization decisions.
- Owns refinery Short Term Operating Plan (STOP) communication, implementation, and stewardship.
- Communicates economic priorities, operating targets, and optimization opportunities to support refinery execution of approved operating plans.
- Performs economic and operational evaluations to support refinery operating decisions, regional planning activities, opportunity identification, and constraint mitigation efforts.
- Develops and communicates refinery inventory targets and coordinates actions to maintain safe and economically optimized operating envelopes.
- Develops and maintains refinery outage, turnaround, and contingency oil flow plans.
- Participates in tactical leadership and planning forums and serves as a planning and optimization resource for site personnel.
- Occasionally requires off-hours support to Operations, Commercial, and third-party stakeholders.
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
ExperienceA minimum of eight years of on-the-job experience in refinery operations, process engineering, or other relevant experience is required.
Education LevelA minimum of a Bachelor's Degree, or an equivalent combination of education and work experience in lieu of a four-year degree, is required.
Required Skills- Understands supply chain economics and refining processes.
- Knowledge of petroleum qualities and lab testing methods is beneficial.
- Ability to provide clear direction to multiple parties regarding feasibility while keeping economic considerations in the forefront.
- Capability to deal with various issues at the same time and make decisions with incomplete information.
- Resilient under pressure.
- This position is on the front line guiding the site to meet customer commitments and maximize margin.
- Working knowledge of Microsoft products and ability to learn to use other relevant software (Petro, Spiral Software, BLEND).
- Strong communication skills, and ability to perform mathematical calculations.
- Ability to foster strong teamwork and maintain good working relationships.
Supervisory/Managerial ResponsibilityNone required.
Work ConditionsPrimarily office based, but some field presence required at times. Petroleum refinery, and plant environment including but not limited chemicals, pressure vessels, tanks and rotating equipment. Subject to all weather and varying road conditions.
Physical RequirementsJob conditions sitting, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 10lbs, and perceiving color differences. Job conditions may require standing and walking.
