Summary

This vacancy is for a GS-0343-14, Quality Management Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, ASSISTANT COMMANDANT FOR PREVENTION POLICY -CG-5P in WASHINGTON, District of Columbia.

This vacancy is open to current U.S. Coast Guard employees and CTAP eligibles.

Duties

Help

You will serve as a Quality Management Program Analyst and Advisor to managers on quality management activities in CG-5P and be responsible for quality program oversight and development.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Program Performance Analysis: Plans and executes broad, long-term analytical studies to assess the effectiveness, efficiency, and productivity of substantive, mission-oriented programs. Develops and applies various techniques to measure and report on performance.
  • Quality Management Program Development and Sustainment: Supports and guides the development and implementation of the Mission Management System (MMS) across the enterprise, ensuring it meets organizational quality and reliability standards.
  • Project and Team Leadership: Guides the planning, organizing, and leading of all phases of multi-functional efforts to evaluate and improve quality management processes, including the integration between various functional areas.
  • Process Standardization and Documentation Management: Analyzes current program quality documents, operating procedures, and workflows to identify overlaps and redundancies. Leads efforts to standardize, consolidate, and streamline processes and associated documentation.
  • Auditing and Program Review: Plans, participates in, or leads MMS audits and reviews of directorate offices and commands. Analyzes program functions to discern trends and evaluates the implementation of new procedures to ensure compliance.
  • Advisory and Consultation Services: Serves as a program analyst and advisor to managers and executives on quality management activities. Provides advice, consults, and facilitates executive management reviews, providing recommendations for improving program effectiveness.
  • International Maritime Compliance and Representation: Leads, coordinates, and participates in International Maritime Organization (IMO) audits of the US implementation of applicable international maritime treaties. Contributes to the development of US positions for international negotiations.

Qualifications

To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

  • Analyzing compliance with marine safety, security, or environmental protection policies, including the U.S. implementation of international maritime treaties (e.g., IMO conventions). This includes identifying non-compliance and recommending corrective actions.
  • Applying recognized quality management standards (such as ISO 9001) to develop or improve a Quality Management System (QMS) for mission-oriented programs. This includes using QMS principles to enhance work processes, operational procedures, or cross-functional collaboration.
  • Assessing program effectiveness and compliance through comprehensive analysis and formal audits. This includes collecting and analyzing performance metrics, conducting program audits against established standards, or translating findings into actionable recommendations for leadership.
  • Guiding and coordinating multi-functional project teams through all phases of process evaluation and improvement initiatives. This includes planning, organizing, or leading efforts to implement mission-critical management systems and standardized processes at the program and field levels.
  • Serving as an internal consultant to advise managers and executives on quality management activities and process reengineering. This includes developing and presenting recommendations to leadership for improving program effectiveness, streamlining organizational processes, or procedural documentation.
