Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Publications Manager, under general direction, is responsible for leading the Domestic Preparedness team. Oversees the daily operations of marketing, outreach, editorial considerations, and podcast production. Facilitates collaborative efforts between team members during all phases of the production process. Maintains production schedules, coordinates publication content, tracks and edits content. The Publications Manager develops strategies to enhance content visibility, strengthen communication and engagement. Serves as a point of contact for external partners. Plans, assigns, and supervises the work of others. Works under minimal supervision, with latitude for the use of initiative and independent judgment.

This position is considered at-will status and serves at the discretion of the head of the agency.

*Salary is a fixed rate and is non-negotiable.

*This position is located on-site and not subject to telecommuting.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Assists in the development and management of strategic plans, goals, and objectives for Domestic Preparedness.
  • Measures and reports progress on program objectives.
  • Oversees outreach and engagement priorities while tracking program productivity, monitoring metrics and deliverables, and ensuring organizational outcomes are met.
  • Coordinates the planning, implementing, and promoting of Domestic Preparedness attendance at events.
  • Reviews outreach and engagement programs statistics for reporting, identifies trends, tracking progress, and provides solutions or adjustments to programs.
  • Maintains outreach and engagement records and provides progress reports.
  • Manages production process, including copy editing, proofing and production schedules. Ensures that production schedules and publication deadlines are met.
  • Builds and maintains strong relationships to foster connectedness and facilitates partnerships between TDEM and external stakeholders through outreach and engagement.
  • Represents Domestic Preparedness at business meetings, conferences, and seminars or on boards, panels, and committees.
  • Assists the Research and Journal Publication leadership in setting goals, developing plans of action, and measuring results.
  • Plans, assigns, and supervises the work of others.
  • Supervises unit staff and is responsible for evaluating and assessing subordinates' performance.
  • Develops schedules, priorities, and standards in executing initiatives to ensure efficiency within unit.
  • Perform related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintain a regular course of attendance during authorized work schedule and works extended hours when needed.
  • Ability to travel (25%).

MINIMUM QUALIFICATIONS:

Education - Bachelor's degree in applicable field or equivalent combination of education and experience.

Experience - Eight (8) years of related experience. Including two (2) years of experience managing programs.

PREFERRED QUALIFICATIONS:

Experience in outreach, engagement, marketing, communications, or publishing.

*Additional related work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year of experience equivalent to thirty (30) semester hours. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

  • Availability for after-hours, holiday, overnight, and weekend work may be required.
  • Ability to work other than normal working hours, including during disasters and emergencies, sometimes for extended periods with limited relief.


REGISTRATION, CERTIFICATION OR LICENSURE:
  • Complete and obtain certification in IS-100, IS-200, IS-700, and IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
