The Role (also the Mission)We're looking for a Proposal & Capture Manager to help drive new business growth with government and defense customers. This role sits at the center of our growth engine - owning opportunities from early market research and capture planning through proposal development and contract award.
You'll work closely with business development, engineering, program management, finance, and executive leadership to identify opportunities, build winning capture strategies, and produce compelling technical and pricing narratives that convert pursuits into awarded contracts. This is a hands-on role for someone who thrives in a fast-paced environment, is comfortable owning a process end-to-end, and can translate complex technical capabilities into clear, persuasive customer-facing content.
Here are some ways you'll make an impact (also Outcomes of the role)Market & Capture Strategy: Conduct ongoing market research to identify new business opportunities, using open-source tools (e.g., SAM.gov) and/or subscription intelligence services. Monitor emerging programs, solicitations, and customer priorities relevant to your assigned portfolio. Perform competitive analysis to inform opportunity qualification, teaming decisions, and win-theme development. Qualify opportunities and assess probability of win in partnership with capture and BD leadership.Build capture plans - both strategic (pipeline-level) and tactical (opportunity-specific) - aligned to growth targets.Develop win themes and strategic messaging for customer engagements and proposals.Represent the company at industry days, conferences, and customer meetings.
Proposal & Content Development: Own and write responses to government and commercial RFIs, RFQs, RFPs, and white papers - ranging from short capability statements to large, multi-volume technical proposals. Coordinate with technical subject matter experts to accurately translate engineering capabilities into clear, compelling proposal narratives. Provide proposal strategy recommendations based on solicitation requirements and customer preferences. Build and maintain a reusable content library (boilerplate, graphics, past-performance write-ups) to improve proposal speed and quality over time.Own the proposal development process end-to-end, with a focus on continuous improvement.
Pricing & Deal Support: Support development and implementation of pricing strategy for your assigned portfolio or customer set. Coordinate cross-functional inputs (finance, contracts, program management) to ensure pricing and terms are accurate and competitive.
Cross-Functional Collaboration: Serve as a connective link between growth/BD, engineering, program management, legal, finance, and executive stakeholders to keep pursuits coordinated and on schedule. Translate customer priorities and feedback into internal roadmap and engineering input where relevant. Flag new opportunities to internal stakeholders as they're identified.
Are you the candidate we are looking for? (Requirements for the role) You have:
- 3-5 years of experience in business development, capture management, proposal writing, or a related role supporting government or defense contracting.
- Current active US Secret clearance.
- Strong understanding of government procurement processes and the full capture/proposal lifecycle (market research through award).
- Excellent written and verbal communication skills - able to turn complex technical or programmatic information into clear, persuasive content under tight deadlines.
- Comfortable working across a wide range of stakeholders (engineering, program management, finance, legal, security) in a fast-paced, deadline-driven environment.
- Strong organizational skills and ability to manage multiple concurrent pursuits with overlapping timelines.
- Self-starter who can find information and make progress without extensive guidance.
- Willingness to travel for customer meetings and industry events.
- Bachelor's degree or equivalent practical experience.
Nice to have- Experience with federal proposal responses and demonstrated success capturing multi-million-dollar awards.
- Familiarity with non-traditional government contracting vehicles and acquisition pathways (e.g., OTAs, SBIR/STTR).
- Experience supporting a specific military service or agency (e.g., Air Force, Army, Navy/USMC, Space Force) and familiarity with its acquisition and decision-making structure.
- Experience managing proposal content across both unclassified and classified systems, including proper marking/handling procedures.
Compensation:Range 150k - 180k
