This position is within the
Asset Management unit in the Transportation Services Division. The section provides central management and oversight of planning, development, environmental compliance, and budget coordination for projects, programs and infrastructure assets that make up Toronto's street network.
The unit is responsible for establishing, maintaining and managing inventories for transportation infrastructure assets, including roads, bridges, sidewalks, culverts, retaining walls, guiderails and crash systems, and, green infrastructure, including attributes and conditions, environmental requirements, and, state of good repair maintenance and capital programs. The unit also oversees environmental requirements associated with the acquisition, conveyance, operation and maintenance of transportation infrastructure assets, ensuring compliance with applicable legislation, City policies, and environmental approvals.
Reporting to the Manager and Senior Environmental Project Manager, Asset Management unit, the Project Manager acts as the primary Transportation Services environmental lead for Metrolinx property transfer, lease, handback, and environmental clearance programs; provides strategic advice on environmental due diligence requirements and facilitates coordination among City divisions, consultants, and external stakeholders. The successful candidate will also support the delivery of the Contaminated Right-of-Way Management Program and System (CROWMP/CROWMS), while coordinating environmental investigation, risk management measures, peer reviews, and land transfer activities involving Transportation Services.
Major Responsibilities:The primary functions associated with this position include, but are not limited to the following:- Leads and coordinates environmental review and clearance processes for Metrolinx related projects in accordance with established protocols, City policies, and regulatory requirements.
- Works closely with the Senior Environmental Project Manager to develop environmental strategies, provide technical recommendations, and support decision-making related to environmental approvals, land transfers, property acceptance, and risk management measures.
- Manages a high volume of property files requiring environmental clearance; monitors project status; coordinates peer reviews and environmental approvals; identifies environmental risks; and resolves outstanding technical issues.
- Reviews and evaluates Phase One and Phase Two Environmental Site Assessments (ESAs), remediation reports, Risk Assessments (RAs), environmental monitoring and sampling reports, and peer review comments to identify environmental risks, regulatory requirements, and appropriate courses of action.
- Leads discussions and negotiations among Metrolinx, Qualified Persons (QPs), City divisions, and City peer reviewers to resolve complex environmental issues, achieve environmental clearance objectives, and facilitate project delivery.
- Provides environmental expertise and support to Transportation Services and other City divisions on leases, property transfer agreements, handover protocols, omnibus agreements, and other legal instruments involving potentially contaminated lands.
- Directs environmental investigations and due diligence activities for lands transferred to the City; determines environmental requirements; and recommends additional investigation, remediation, monitoring, or risk management measures to support future municipal ownership, operation, and maintenance.
- Works within the Contaminated Right-of-Way Management Program and System (CROWMP/CROWMS) team in Asset Management unit to develop and maintain the contaminated right-of-way GIS spatial inventory, support land transfer and property acceptance activities, oversee risk management measures, and ensure compliance with applicable legislation, environmental approvals, and City standards.
- Represents the Asset Management unit on internal and external working groups, technical committees, and project teams; establishes and maintains effective working relationships with City divisions, Metrolinx project teams, consultants, and other stakeholders.
- Prepares and presents technical reports, briefing notes, Council reports, correspondence, and presentations for senior management. Drafts staff reports, technical memoranda, and presentation materials, and prepares correspondence for a broad range of internal and external audiences.
Key Qualifications: Your application must describe your qualifications as they relate to: - Post-secondary degree in Environmental Planning, Environmental Management, Environmental Science, Environmental Engineering or Geoscience or an equivalent combination of education and relevant experience. A post-graduate degree would be considered an asset.
- Considerable experience in the methods and techniques of Phase One Environmental Site Assessment (ESA), Phase Two ESA, Risk Assessment (RA), Certificates of Property Use (CPU) and Record of Site Condition (RSC) approvals.
- Considerable experience in project management, delivering assignments from inception through to implementation with minimal direction while balancing stakeholder interests.
- Experience in leading discussions and negotiations between agencies, internal and external groups to resolve complex environmental issues, achieve environmental clearance objectives, and facilitate project delivery.
The candidate should also have: - Ability to participate in and operate as a fully accountable member of a multidisciplinary work team.
- Excellent skills in delivering presentations, building and maintaining relationships, and resolving conflicts.
- Effective leadership and team-building skills, and the ability to provide work direction to project team members, contractors, and staff in a unionized environment.

- Working knowledge of policies and regulations governing environmental requirements, including the City's Conveyance Policy for Accepting Potentially Contaminated Lands under the Planning Act, the Environmental Protection Act, O. Reg. 153/04 (Record of Site Condition), Technical Standards and Safety Authority (TSSA) requirements, the Occupational Health and Safety Act, and associated regulations.
- Certification as a Qualified Person (as per O. Reg. 153/04) and/or Project Management Professional designations would be considered an asset.
- Experience with MS Office (i.e. Outlook, Word, Excel, and PowerPoint) and online meeting platforms (e.g. MS Teams).
- Experience with ArcGIS, QGIS, Adobe Creative Suites and/or Visio to analyze and present data, assess needs and document processes would be considered an asset.
- Must possess and be able to maintain a valid Province of Ontario class "G" driver's licence and be eligible to qualify for a City driver's permit.
