SALARY: $85,830 to $114,938 (As per the Excluded Professional Salary Scale)

HOURS OF WORK: 35 hours per week, Monday to Friday

PRIMARY FUNCTION: Reporting to the Manager, Project Management Office, this position provides project management expertise and leadership to the Project Management Office team and all related technology/non-technology projects in support of business transformation across the organization.

Acting as the key interface between business units, this position is responsible for the discovery, initiation, planning, executing, monitoring and control, and closing of assigned projects, to deliver the expected benefits and results on time and on budget.

The Project Manager provides organizational planning, oversight and coordination for the implementation of projects. They work collaboratively with interdisciplinary teams, and inspires others to achieve goals and deliverables through facilitation, effective communication of project vision, and ensuring excellence thrives. The Project Manager develops reports, presentations and other support materials that ensure the timely and effective decision making. In addition, they will advance the maturity of our project and product management methodology across the organization.

KEY ACCOUNTABILITES:

Leadership and Communication:

  • Responsible for end-to end management of projects, including making recommendations, determining scope, resources, business cases, project charters, evaluation and reporting.
  • Supports the Chair of the Program Management Governance Committee, including analysis, evaluation, prioritization and recommendations of both existing and new projects.
  • Leads research on emerging trends and best practice in project management, and continuously identifies opportunities to streamline and enhance project management disciplines within LABC. Fosters a culture of process improvement and customer service.
  • Manages change including ongoing engagement with senior leaders, constant evaluation of options and adaption to changing organizational priorities and resources.
  • Provides regular reporting on project progress, risks and issues.
  • Manage inter-departmental coordination and communication to ensure projects execute smoothly.
  • Assists in the definition of strategic objectives, creates roadmaps, identifies risks, and fosters buy-in from the organization.
  • Communicate with internal and external stakeholders to ensure they are informed and engaged with projects and their outcomes.


Project Management:

  • Develops feasibility studies, business cases, systems proposals, project plans, systems specifications and standards; ensures compatibility with existing systems and conformity to user requirements.
  • Define and document project scope, objectives and desired outcome.
  • Create and manage contracts with suppliers and vendors to ensure timely and cost-effective delivery.
  • Develops and manages the project budgets and is accountable for monitoring and controlling expenditures.
  • Leads projects to ensure robust business cases exist, and that the solutions meet the needs on budget and on time.
  • Work with senior leadership to identify resources and assemble project teams.
  • Identify risks, opportunities and issues and work with the project team to create sustainable and effective solutions.
  • Track project performance and analyzing deliverables against requirements.
  • Provide quality assurance on work products to maximize the delivery of project objectives.
  • Keep detailed documentation of project activities and decisions.


Employee Relations:

  • Manages department staff and staffing requirements including interviewing, hiring, measuring performance, mentoring, and conducting regular performance reviews.
  • Evaluates, plans and establishes staff goals and objectives, and ensures the adequate training and career development of staff.
  • Coordinates and delegates work projects, authorizes overtime, vacation, salary reviews and job classifications.
  • Oversees management of multiple contract project managers and related contract management, ensuring standards are maintained and escalated issues are resolved.
  • Provides coaching and support to project teams.


Strategic Planning and Execution:

  • Lead strategic project management and implementation for technology/non-technology projects in support of LABC's strategic plan and business transformation.
  • Analyzes portfolios, develops and implements an integral planning process, providing input and expertise on project management in the strategic planning process and LABC operational processes.
  • Provides regular reporting of performance against the strategic plan.
  • Proactively identifies new program and service deliverables, needs and activities; modifies deliverables and makes recommendations to meet changing demands.
  • Function in a confidential capacity on projects that impact staffing or sensitive policies.


QUALIFICATIONS:

Education and Experience

  • Project Manager Professional (PMP) certification or equivalent
  • 3+ years of demonstrated experience planning and managing successful projects, managing risk, costs, time and project teams, preferably in a service-related industry, non-profit or public sector
  • Experience managing complex information technology platforms and integrations and leading software teams
  • Familiarity with MS Project, enterprise project management tools or equivalent
  • Knowledge of Gender-Based Analysis Plus (GBA+) initiative/approach.
  • Demonstrated ability to effectively manage corporate and cultural change in the development and implementation of new technology related programs, products and services
  • Knowledge of financial and resource management principles and processes related to the work
  • Considerable project management skills, business analysis skills and the demonstrated ability to manage multiple projects simultaneously
  • Ability to prepare business cases and project charters, complete risk analysis, measure performance, manage teams, prepare and monitor budgets, prepare reports and correspondence
  • Strong analytical and problem-solving skills
  • Exceptional leadership skills with proven ability to lead, mentor and inspire a team while working towards a common goal
  • Ability to establish and maintain effective working relationships with internal and external contacts and to work within a multi-disciplinary team environment
  • Demonstrated ability to consult strategically with leaders on related topics
