Job Summary
This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA), Citywide Engineering and Special Projects Division, Anacostia Waterfront Initiative Branch. Reporting to the Deputy Chief Engineer, Citywide Engineering & Special Projects Division, the Project Manager is responsible for delivering a portfolio of engineering, standards, procurement, environmental, legal, financial, right-of-way, utilities, and construction activities.
The Project Manager shall have a background in delivering complex or high-profile capital infrastructure projects through various phases of planning, feasibility, environmental, design, legal, right-of-way, utilities, and construction to ensure they follow local and federal laws and standards, which may involve coordination with other District agencies, the Executive Office of the Mayor, Council offices and Advisory Neighborhood Commissions, and federal agencies. They will have a strong financial foundation to enable them to follow the necessary budgetary and procurement processes to deliver projects and be responsible for using agency databases and analysis tools and modules to track and report progress efficiently and effectively.
Duties and Responsibilities Directs and oversees a portfolio of complex and major capital projects in a designated geographic area and as assigned by the Deputy Chief Engineer for Infrastructure Project Management Administration. Coordinates the work of multiple highly experienced subject matter experts across agency divisions and investigates/troubleshoots complex and sensitive issues relative to transportation project delivery. Meets regularly with agency staff to develop relationships and anticipate and solve problems. Coordinates project teams of diverse professionals and technicians (e.g., engineers, planners, resource allocation, contracting and procurement, general counsel, and environmental specialists).
Serves as a spokesperson for the portfolio of projects in communication with stakeholders within the agency, with other District agencies and the Executive Office of the Mayor, with Councilmembers and Advisory Neighborhood Commissions, with other project stakeholders (such as developers, utility companies, and federal agencies), and the general public. Makes well-developed recommendations and creates procedures to ensure the effective coordination of projects with stakeholder groups, other District agencies, federal agencies, and business and citizen groups.
Serves as an expert consultant in all areas affected by assigned portfolio of projects, including capital infrastructure projects through various phases including planning, feasibility, environment, real estate, financial, grants, design, and construction and the necessary budgetary and procurement processes to efficiently and effectively deliver projects. Develops project management work plans and schedules showing the sequence of tasks, target dates, and persons responsible for various activities. Plans, reviews, oversees, and manages complex project activities. Responsible for using agency database and analysis tools and modules to track and report progress. Provides direction and recommendations to the Deputy Chief Engineer for Infrastructure Project Management Administration to assist in program development, utilizing strategic analysis, seasoned judgment, and a thorough understanding of the functions, processes, and principles of development, management, and transportation in a government setting.
Qualifications and Education Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Examples of specialized experience may include analysis, investigation, preparation of reports, community facilitation presentations, or similar work experience.
Preferred: Four years' experience Project Manager theories, principles, practices, and techniques, as well as pertinent laws, regulations, and standards related to assigned projects for the oversight and management of programs, policies, and business practices used in initiating, designing, and construction management of engineering projects. Knowledge of the design and construction engineering processes. Knowledge of material engineering, professional engineering standards, practices, policies, and guidelines to provide advice regarding options to higher-level engineers, managers, and assist in major decisions regarding changes, progress, and necessary negotiations. Experience managing or creating business processes, including creation of IT systems to manage workflows. Knowledge of technical writing, drafting special provisions, and expert communication skills. Experience with CAD, including MicroStation, and working knowledge of ArcGIS. Knowledge of the physical sciences and mathematics underlying engineering and related specializations.
Excellent oral and written communication are required to concisely express artistic ideas and plans, to develop and present project briefings to agency executives, team members, as well as community groups, Advisory Neighborhood Commissions, Civic Associations, utility companies, and other stakeholders.
Licenses and Certifications The incumbent must possess and maintain a valid driver's permit to operate motor vehicles.
Work Environment The work is partially performed in an office setting which is adequately heated, ventilated, and lit. Frequently, the work will include field visits to construction sites and other project sites where the incumbent is exposed to dust, chemical odors, construction hazards, and a variety of weather conditions. While at construction sites, the incumbent is required to wear a hard hat and other protective equipment. Additionally, while at construction sites, there is a need to use caution to avoid the movement of building supplies, workers on ladders, mechanized equipment, slippery surfaces, etc.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
