Position Summary:

Manages assigned facilities projects and workstreams within the MCICOM enterprise portfolio. Coordinates project schedules, requirements, field conditions, stakeholders, risks, and data to support timely and accurate program execution.

CSS performs assigned services as a subcontractor to CTC. This position supports installation-level project coordination, with assignment to a specific installation based on the CSS subcontract scope. PWS Section 6 identifies MCB Camp Pendleton, California; MCAGCC Twenty-Nine Palms, California; MCAS Yuma, Arizona; MCAS Cherry Point, North Carolina; MCB Camp Butler, Japan; and MCB Hawaii. The list describes authorized PWS locations and does not indicate a CSS vacancy at every site. Performance is in person at the assigned installation.

This position requires an active Secret clearance.

Essential Functions, Duties & Responsibilities:

Includes the following:
• Develop, maintain, and update assigned project schedules in Microsoft Project or other Government-approved tools.
• Define and manage project milestones, task dependencies, critical paths, resource requirements, and schedule risks.
• Coordinate with regional offices, installation stakeholders, engineers, planners, and program personnel to obtain accurate project-status updates.
• Track project scope, schedule, cost, funding, execution status, risks, issues, and corrective actions.
• Support preparation of project-justification packages, decision briefs, issue papers, and other planning or execution products.
• Validate project data in facilities and financial systems and resolve discrepancies with responsible stakeholders.
• Prepare concise status reports, meeting materials, action trackers, and decision-support products for Government review.
• Conduct assigned physical site evaluations of proposed and active MILCON, UMMC, FSRM, and demolition project locations; evaluate field conditions, geographical and environmental constraints, utility tie-in feasibility, and consistency with architectural and engineering documentation. Prepare constructability and installation-record correction recommendations for Government approval, coordinating specialized analyses with appropriately qualified technical personnel. (PWS 4.2.1.1)
• Serve as a technical liaison with installation Public Works Officers, the Resident Officer in Charge of Construction (ROICC), environmental staff, and tenant representatives. Coordinate site planning meetings, design charrettes, and technical working groups to synthesize requirements, identify operational impacts, and develop draft risk mitigation strategies. (PWS 4.2.1.2)
• Review and synthesize engineering and operational field data into standardized draft reports and enter validated findings into Government-approved facilities management databases, including BUILDER SMS, USMCMax, or enterprise project tracking systems. (PWS 4.2.1.3; DEL-02)
• Compare observed site conditions with regional and enterprise engineering assumptions, conduct root-cause analysis of technical or spatial discrepancies, and present actionable recommendations to HQ and regional program managers for Government decision and action. (PWS 4.2.1.4; DEL-17)
• Participate in project Red Zone transition meetings beginning at approximately 80 percent physical construction completion. Coordinate administrative closeout requirements between the construction contractor and local Public Works staff, including utility tie-ins, system training, and key handovers. (PWS 4.2.1.5)
• Track local schedule and cost metrics for Barracks 2030 and Force Design initiatives. Analyze milestone and budget variances and report schedule slips or cost overruns exceeding 5 percent directly to the regional program manager. (PWS 4.2.2.1-4.2.2.2; DEL-06)
• Compile comprehensive site-specific project status reports weekly and maintain a current critical issues log for active and proposed construction and demolition efforts, including risks and mitigation plans. Provide assigned inputs to monthly reporting under DEL-02. (PWS 4.2.3.1-4.2.3.2 and Section 8; DEL-06, DEL-17, and DEL-02)
• Coordinate logistical and administrative data support for Government site visits and prepare site-specific briefing materials and supporting documentation. (PWS 4.2.4.1-4.2.4.2)
• Perform other job-related duties as assigned.

• Lead assigned project teams and coordinate work across functional stakeholders, even when direct reporting relationships do not exist.
• Establish project communication rhythms, action-item tracking, and escalation procedures.
• Facilitate project reviews to identify schedule conflicts, resource constraints, data gaps, and execution risks.
• Provide direction to project-support personnel, analysts, and technical contributors assigned to the workstream.
• Promote disciplined change control and ensure project decisions are documented, traceable, and aligned with program objectives.
• Escalate significant project risks and unresolved issues to the Program Manager and Government stakeholders promptly.

Supervisory and management responsibilities apply to CSS personnel and work assigned through the CSS/CTC management structure. Coordination with Government stakeholders and construction contractors does not confer authority to supervise Government personnel, direct third-party contractor performance, approve Government decisions, or modify contracts. Technical recommendations and project products remain subject to Government review and approval.

Education, Experience, Knowledge, Skills and Abilities Required: (Basic Qualifications)
• Bachelor's degree in project management, business, engineering, construction management, facilities management, or a related field.
• At least 7 years of project management experience supporting facilities, infrastructure, construction, engineering, or federal programs.
• Demonstrated experience developing and maintaining project schedules, milestones, dependencies, and critical paths.
• Experience coordinating multiple stakeholders and geographically dispersed teams.
• Working knowledge of project risk management, issue resolution, change management, and performance reporting.
• Proficiency with Microsoft Project, Excel, PowerPoint, Word, and collaboration platforms.
• Ability to obtain and maintain Government access, suitability, and any contract-required credentials; ability to handle CUI in accordance with applicable requirements.
• Must possess and maintain a Secret security clearance in accordance with PWS 11.1, which requires the clearance at proposal submission and maintenance of the required security level throughout contract performance.
• Must be eligible to receive and maintain a Common Access Card (CAC) and execute the required nondisclosure agreement before commencing work or accessing Government information, facilities, systems, or data. (PWS Sections 11-13)
• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.
• Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications:
• PMP, CAPM, DAU, Lean Six Sigma, or comparable project-management certification.
• Master's degree in project management, engineering, business, or a related discipline.
• Experience supporting MCICOM, Marine Corps, Navy, DoD, or federal installation-management programs.
• Experience managing facilities projects from planning through execution and closeout.
• Familiarity with FYDP, POM, PPBE, capital investment, or military construction planning processes.
• Experience with facilities databases, financial-execution tools, and systems of record.
• Experience supporting projects at OCONUS locations or across multiple geographic regions.

Work Environment:

Work is performed primarily in a climate-controlled environment.

Work is performed in person at the assigned installation during supported Government business hours and includes project-site evaluations and construction or repair site visits. Authorized travel may be required. Personnel must comply with installation access and applicable site safety requirements. (PWS Sections 6, 7.3, and 16)
