Position Summary:

Provide strategic planning and programming support for the MCICOM facilities portfolio. Translates facilities requirements, mission priorities, engineering needs, and financial execution data into defensible planning products, investment strategies, FYDP inputs, and POM issue papers.

At MCB Quantico, this position supports the dedicated facilities and environmental planning cell under PWS Task 4.7.2. CSS performs assigned services as a subcontractor to CTC. Planning and programming activities are performed within the assigned Quantico subcontract scope, with products coordinated through CSS and CTC for final Government review and Master Planner approval.

This position requires an active Secret clearance.

Essential Functions, Duties & Responsibilities:

Includes the following:

•  Analyze facility requirements, mission drivers, project data, funding profiles, and execution trends to support investment decisions.

•  Develop and maintain planning products, including FYDP inputs, POM issue papers, project-justification packages, decision briefs, and executive summaries.

•  Coordinate with headquarters, regional commands, installations, engineers, financial managers, and project teams to collect and validate planning data.

•  Identify capability gaps, funding shortfalls, portfolio risks, sequencing conflicts, and investment opportunities.

•  Support prioritization of projects using mission impact, readiness, condition, risk, affordability, and execution criteria.

•  Translate complex technical, financial, and operational information into clear recommendations for senior Government leaders.

•  Maintain traceable documentation supporting assumptions, data sources, analysis methods, recommendations, and decision outcomes.

•  Develop preliminary draft installation master plans or layout studies for MCB Quantico. (PWS 4.7.2.1; DEL-22)

•  Review and validate Basic Facility Requirements (BFRs) and document findings for Government review. (PWS 4.7.2.1; DEL-16 in PWS Section 8)

•  When assigned environmental planning responsibilities, draft preliminary National Environmental Policy Act (NEPA) documentation packages and conduct environmental planning studies for local projects to support final Government environmental determinations and compliance actions. (PWS 4.7.2.2; DEL-09)

•  Submit contractor-generated drafts, reports, proposed edits, and studies for final Government evaluation, modification, and approval. Incorporate review comments and maintain supporting documentation; final policy decisions remain with Government personnel. (PWS 4.7.2.3)

•  Provide planning milestones, progress, risks, and action-item inputs to the Program Manager for weekly local integrated master schedule updates and monthly status reports. (Support to PWS 4.7.1; DEL-02)

•  Support the Quantico planning cell’s annual scope of up to 24 preliminary draft master plans or layout studies, 36 BFR validations, 15 preliminary NEPA documentation packages, and 15 environmental planning studies. These quantities apply to the contractor’s planning-cell scope; individual assignments are coordinated through CSS and CTC. (PWS 4.7.2.1–4.7.2.2)

Education, Experience, Knowledge, Skills and Abilities Required: (Basic Qualifications)

•  Bachelor’s degree in public administration, business, engineering, urban planning, facilities management, finance, or a related field.

•  Personnel assigned to prepare NEPA documentation, environmental assessments, or regulatory permit applications under Task 4.7.2 must possess a degree in Environmental Science, Environmental Engineering, or a closely related field and have a minimum of three years of experience preparing federal environmental com
