Position Overview

Chartis Federal is seeking a Project Manager to lead the civilian human resources support program for the customer. The Project Manager will serve as the Contractor's designated Key Personnel and will be responsible for the overall management, administration, and successful performance of the contract.

The Project Manager will serve as the primary point of contact for the Contracting Officer, Contracting Officer's Representative, and other Government stakeholders. This individual will oversee personnel supporting position classification, staffing and recruitment, human resources assistance, and retirement processing services and will ensure all work is completed accurately, timely, and in accordance with contract requirements.

This position is contingent upon contract award.

Duties and Responsibilities
  • Serve as the Contractor's primary point of contact for the Government.
  • Provide overall leadership and direction for contract performance.
  • Manage contractor personnel, schedules, staffing coverage, deliverables, and resources.
  • Coordinate subcontractor performance and integration, as applicable.
  • Ensure contract requirements and performance standards are met.
  • Oversee services supporting position classification, staffing and recruitment, HR assistance, and retirement processing.
  • Ensure work is performed in accordance with applicable Office of Personnel Management, Department of Homeland Security, and U.S. Coast Guard policies and procedures.
  • Develop and maintain project schedules, staffing plans, performance measures, and workforce-readiness plans.
  • Monitor program performance and implement corrective actions when necessary.
  • Identify and address staffing challenges, schedule risks, performance concerns, and resource constraints.
  • Implement quality-control procedures and review work products for accuracy, completeness, and compliance.
  • Monitor performance against applicable Performance Requirements Summary standards and Acceptable Quality Levels.
  • Prepare and submit required monthly progress reports.
  • Participate in progress meetings and provide updates regarding staffing, performance, deliverables, risks, and contract status.
  • Respond to Government inquiries and requests for issue resolution within required timeframes.
  • Oversee employee onboarding, credentialing, system-access, training, and personnel-readiness requirements.
  • Ensure continuity of contract management by coordinating with the designated alternate Project Manager.


Requirements

  • Bachelor's degree and at least two years of progressive project leadership and management experience; or associate degree and at least five years of progressive project leadership and management experience.
  • Experience leading teams and coordinating multiple workstreams or priorities.
  • Experience managing schedules, staffing, deliverables, performance measures, and customer relationships.
  • Strong organizational, analytical, and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to obtain and maintain required Government suitability

Preferred Qualifications
  • Experience managing federal contracts, task orders, or professional-services programs.
  • Experience supporting federal civilian human resources operations.
  • Familiarity with OPM, DHS, or U.S. Coast Guard requirements.
  • Project or program management certification, such as PMP, PgMP, or CAPM.
