Responsibilities

  • Coordinate project controls teams and project managers for compliance.

  • Ensure accurate and complete schedule/estimates per requirements and scope.
  • Maintain project structure frameworks (WBS/CBS/EPS/OBS) for airport development.
  • Develop standardized project controls and document control processes.
  • Identify and implement improvements using industry best practices.
  • Establish staff training and development programs.
  • Resolve issues ensuring integration between cost control, planning, and change management functions.
  • Lead monthly project status review meetings.
  • Support Project Managers with necessary project management tasks.

Full Job Description
We are seeking a Project Controls Manager to lead the project controls function on an aviation capital development program. Embedded with the client as part of the Executive Program Management team, you will own how cost, schedule, change, risk, and reporting converge, and how that data translates into decisions that protect the program.

You will set the project controls philosophy, build and lead the project controls team, and serve as the single point of accountability for the integrity of cost and schedule information delivered to project leadership and airport executives.

The role is embedded with the client at the airport program site. Willingness to travel and/or relocate required.

Your responsibilities will include:
  • Coordinating project controls staff and project managers to ensure compliance with project/task requirements.
  • Assignment of scheduling and/or estimating requests.
  • Ensuring schedule/estimates are professionally prepared, consistent with requirements and the scope of work, complete, and accurate.
  • Responsible for maintaining WBS/CBS/EPS/OBS structures for Airport Development.
  • Assists in developing standardized project control processes, document control processes, systems, and tools to improve project execution and reporting accuracy.
  • Identify improvements and enhancements incorporating industry best practices.
  • Establish and maintain effective training programs for staff development and training programs.
  • Resolve issues and provide consistency between the cost control, planning/scheduling, change management, reporting, and estimating functions and deliverables.
  • Lead monthly project review status meetings.
  • Assist and support Project Managers with associated project management activities.

Qualifications:
  • 12+ years of progressive project controls experience at the program level.
  • Aviation capital program experience (terminal, landside, airside, or related infrastructure).
  • Experience on large, complex programs with multiple contractors and stakeholder groups.
  • Expert command of cost engineering and schedule management (Primavera P6).
  • Working knowledge of EVM and AACE recommended practices.
  • Ability to influence and drive outcomes across contractors, designers, and client staff without positional authority.
  • Strong communication - comfortable in front of executives, boards, and regulators.
  • Bachelor's degree in Engineering, Construction Management, Business Administration, or related field.
  • AACE PSP, CEP, CCP, or PMI PMP certification a plus.

Physical & Environmental Requirements

While performing this role, you must have ordinary ambulatory skills to move around the office and visit other locations. You should be able to stand, walk, stoop, kneel, crouch, and manipulate light to medium weights (10-50 pounds). Good hand-eye coordination, dexterity, and visual acuity are required for keyboard work and reading technical documentation. You will frequently sit, reach with hands and arms, talk, and listen.
