Full Job Description
Amentum is seeking a strategic and analytical Senior Project Controls Manager to spearhead the standardization of project controls across a diverse, high-impact portfolio of domestic (CONUS) and international (OCONUS) initiatives. In this pivotal leadership role, you will oversee the full lifecycle of planning, integrated scheduling, budgeting, and risk management for multiple concurrent projects within highly secure environments.

Key Responsibilities
  • Program Controls & Portfolio Oversight
  • Integrated Management: Lead project scheduling, budget development, cost control, and change management across various engineering and construction projects.
  • Performance Tracking: Monitor portfolio progress to ensure all projects align with strict cost and schedule baselines.


Schedule, Baseline & Change Management
  • Baseline Development: Build and maintain integrated project baselines encompassing scope, schedule, and budget.
  • Schedule Analysis: Perform regular schedule reviews, analyze critical path impacts, and recommend corrective actions when needed.
  • Change Management: Lead change control processes by assessing schedule and cost impacts, preparing thorough documentation, coordinating approvals, and ensuring that all changes and variations are reviewed and implemented in compliance with project standards.


Budgeting, Cost Controls & Forecasting
  • Financial Governance: Design and execute robust cost controls, financial tracking methods, and operational budget policies.
  • Projections: Oversee committed costs, actuals, and forecasts to generate highly accurate financial projections.
  • Resource Optimization: Leverage financial analysis tools to mitigate risks, identify cost-saving opportunities, and optimize resource allocation.


Leadership & Stakeholder Communication
  • Team Leadership: Hire, train, coach, and manage workloads for the project controls team.
  • Collaborate with project managers, engineers, and construction teams to ensure aligned communication and seamless delivery of project controls support.
  • Prepare clear and accurate status reports, schedule updates, and variance explanations for internal stakeholders.
  • Coordinate with Business Development teams to support proposals by developing early schedules and cost input as needed.
  • Executive Reporting: Deliver high-quality dashboards, variance metrics, and risk-assessment summaries to executive stakeholders.
  • BD Partnership: Partner with Business Development teams to establish project controls requirements, early schedules, and cost estimates for new pursuits.


Position Requirements
  • Active Secret security clearance. TS/SCI preferred
  • Bachelor's degree in engineering, construction management, architecture, finance, or a related business field.
  • 10+ years of professional project controls experience within secure or classified environments.
  • 5+ years of direct experience managing and mentoring project controls teams.
  • Proven track record supporting Project Management Office (PMO) operations for complex, multi-stakeholder programs.
  • Deep expertise in Primavera (P6) and MS Project.
  • Strong capability in cost-sheet reconciliation, financial forecasting, and quantitative risk planning.
  • In-depth understanding of construction workflows, estimating lifecycles, and federal government contracting.
  • Extensive experience with DoD and Intelligence Community (IC) standards for project security.


Preferred Qualifications
  • PMP, Certified Cost Professional (CCP), or AACE certifications.
  • Success overseeing projects in remote, austere, or OCONUS locations.

Compensation Details:
$125,000.00 - $135,000.00
