Overview

Ramos CS, now a part of Colliers Engineering & Design, is actively hiring a Program Design Manager will provide executive leadership and oversight throughout the design lifecycle, including development of design procurement strategies, preparation of Task Order scopes of work, consultant procurement support, contract administration, design management, value engineering, design quality assurance, design integration, constructability reviews, code compliance reviews, cost validation, and stakeholder coordination. The Program Design Manager will establish and maintain structured design management processes that promote accountability, consistency, and alignment across all project elements while ensuring compliance with Airport Authority standards, local, state, and federal regulations, and industry best practices.

Responsibilities

1. Project Implementation Plan

Prepare and maintain the Project Implementation Plan as the program baseline, based on a comprehensive assessment of all agreements and ongoing progress. The Plan shall:
  • Define scope, schedule, interdependencies, risks, mitigation measures, cost estimates, and funding sources for every project element.
  • Address regulatory requirements and stakeholder engagement plans for each component.
  • Include Project Management and CM staffing recommendations and required resource levels.

2. Work Breakdown Structure (WBS)
  • Develop, implement, and maintain a unified WBS recognizing funding sources, project phase, contract packages, and areas of work as the common framework for all cost, schedule, document, and reporting functions. Ensure all project participants align submittals, reports, and cost tracking to the approved WBS and code of accounts.

3. Master Schedule Verification & Re-Baseline
  • Assume full responsibility for scheduling, monitoring, and managing the program schedule on an ongoing basis, including re-baselining all critical activities.
  • Prepare and maintain a coordinated Project Schedule with interdependencies, permitting, external agreements, decision points, and approved contingencies; resource-load as required to support budgeting and staffing plans.
  • Monitor critical path;develop corrective options for variances; update the schedule at least monthly or more frequently during peak activity and coordinate corrective actions with the Airport Authority and all stakeholders.
  • Support the Airport Authority in identifiyinh phase-based milestones, conducting monthly risk assessments, and preparing cash flow projections for funding and financing requirements.
  • Review design and construction schedules to confirm proper sequencing, float allocation and use, long-lead item procurement, and adequate time for submittals, approvals, commissioning, and closeout.
  • Maintain the original baseline schedule, identify deviations and cause4s, assess milestone impacts, and document mitigation measures.

4. Budget & Cost Control
  • Develop, maintain, and administer a comprehensive Project Budget including full reconciliation of all allocated or encumbered costs and escalation projections throughout the program.
  • Establish and enforce capital budgets; produce and update a Current Working Estimate (CWE) monthly, reflecting actual costs, accruals, remaining costs, and contingency allocations.
  • Coordinate with all consultants and Contractors/Design-Builders on construction cost estimating; reconcile all estimates and resolve discrepancies affecting scope or budget.
  • Lead Value Engineering (VE) analyses; implement a formal cost containment strategy to ensure completion within approved budgetary constraints.
  • Prepare monthly cost forecast reports, variance analyses, and cash flow projections; maintain a code of accounts fully aligned with the WBS.

5. Document Control
  • Establish and maintain comprehensive project records compliant with approved document control standards, including TSA Sensitive Security Information (SSI) requirements.
  • Validate existing document management practices for WBS compliance and audit-readiness across all physical and electronic records.
  • Administer the CMIS platform (Procore, e-Builder, Oracle Aconex, or equivalent) for RFIs, submittals, PCOs, and contract correspondence.

6. Project Progress Reporting
  • Develop and maintain a comprehensive performance reporting framework supporting effective oversight, decision-making, and stakeholder communication.
  • Define KPIs addressing schedule, cost, scope, quality, and risk; establish standardized reporting formats and PMIS dashboards suitable for executive and stakeholder review.
  • Implement a structured reporting schedule (weekly, monthly); present to Airlines, airport tenants, the Airport Authority Board, and financing parties as required.
  • Incorporate financial metrics budget status, cost trends, cash flow projections, and variance analyses into all applicable reports.
  • Utilize data visualization tools (dashboards, charts, trend analyses) and continuously refine reporting based on stakeholder feedback.

7. Contracts & Administration
  • Provide comprehensive contract administration support throughout all program phases procurement, award, construction, and closeout.
  • Develop procurement strategies and delivery method recommendations; assist with GMP reviews and negotiations; manage Concurrence Letters, Schedules of Values, Changes, and the Buyout Register.
  • Review and process payment applications; manage cost and schedule contingencies; provide field quality assurance and auditable cost control documentation.
  • Develop solicitation packages; attend pre-proposal and pre-award meetings; tabulate and analyze offers; provide post-award technical contract administration.
  • Maintain progress documentation; process final payment and closeout documentation.
  • Provide EEO compliance and M/W/DBE participation administration support, including outreach. Review and evaluate claims (errors and omissions), including merit and entitlement evaluations, negotiation and settlement, and expert witness representation during litigation.

Qualifications

  • 25 years of progressive project controls experience, with a minimum of 7 years in a senior program-level leadership role.
  • Demonstrated experience on major airport terminal programs or capital improvement programs valued at $1 Billion or greater, successful execution within the last ten (10) years, this requirement applies to an individual project.
  • Proven track record managing controls in live, operational terminal environments including SIDA-controlled and airside areas across multi-phased, multi-contract programs.
  • Direct experience preparing Project Implementation Plans, WBS frameworks, integrated master schedules, and comprehensive project budgets.
  • Experience with Design-Build, CM-at-Risk, GMP, and Design-Bid-Build delivery methods.
  • Familiarity with FAA AIP grant compliance, PFC audit requirements, TSA security design standards, and ADA requirements.
  • Experience with EEO, M/W/DBE compliance on publicly funded programs.
  • Optional certifications may include AAAE, LEED, PE, PMP, AICP, etc. or any other relevant professional licensure and/or certifications.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $215,000 to $225,000 per year (depending on qualifications)
