You will serve as a Program Specialist and be responsible for resource management, planning, implementation, and return on investment analysis in order to assess strategic and long-range business impacts on the Southwest District.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Evaluates and coordinates the distribution, classification/rating, grade/rank, and military/civilian mix of positions in the entire District.
- Manages special projects for major office or program issues of broad impact. Participates in special projects, ongoing analyses, investigations and initiatives.
- Drafts Standard Operating Procedures and manages to ceilings allocated by CG Headquarters for billets, civilian awards, overtime and compensatory time off.
- Provides quantitative staffing analysis, such as review of staffing standards and bench marking of similar units for inclusion in various Strategic Assessments, Resource Proposals, and reprogramming requests.
- Manages all billets, civilian overtime, civilian compensatory time and civilian awards to ceilings established by CG headquarters.

QualificationsTo qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Apply qualitative and quantitative analytical techniques to address various type of issues throughout organizations.
- Oral and written communications to a variety of audiences at all organizational levels.
- Planning, programming, budgeting, and execution process with manpower and billet allocation.
- Advises and manages civilian personnel issues.
