Overview

The Program Manager provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order for U.S. Army Nuclear and Countering Weapons of Mass Destruction Agency (USANCA).

Responsibilities

· Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).

· Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees

· Prepare and present regular program reviews, performance metrics, and executive-level briefings.

· Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.

· Serve as the primary client relationship manager within the program office

· Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.

· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.

· Provide high level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.

· Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.

· Ensures the manning and training of the contract staff is adequate for meeting the deliverables.

· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.

Qualifications

Required:

 

· Bachelor’s Degree in a recognized engineering, scientific, technical, management, or related discipline OR

· A Bachelor’s Degree in Program Management, International Relations, National Security Studies, Area Studies, Biochemistry, Physics, Nuclear Engineering or a related scientific, security or management field.

· Experience: 8 to 10 years’ experience:

· Planning, directing, managing the offeror’s proposed methodologies and complex projects/operations that are similar in size and scope as referenced in this PWS to include manpower utilization, standards, training, problem resolution, employee relations (including subcontractors, cost, budget, and managing project milestones)

· Managing and supervising employees of various labor categories and skill levels in projects similar in size and scope to this PWS

· Working with a Service HQ and/or DoD leadership Interacting with Service Staff, JS, and OSD organizations

· Working chemical or nuclear surety I&C issues at a guidance or operational level

· Planning, directing, and managing complex projects/operations with multiple POCs

· Clearance: TS/SCI
