Full Job Description
Currently, we are seeking a Program Manager. This role supports a Navy customer in Lexington Park, MD.

Job Description and Responsibilities:
Works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. Oversees the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Prior experience working with large IT service projects supporting the Navy is strongly preferred.

Serves as the contractor's single contract manager, and shall be the contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management personnel and customer agency representatives. Develops, analyzes, evaluates, advises on, and/or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Shall be responsible for the overall contract performance and shall not serve in any other capacity under this contract.
  • Acts as the overall lead, manager and administrator for the contracted effort. Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues. Oversees contractor execution of the contract requirements. Manages acquisition and employment of program/project resources.
  • Responsibilities include ensuring that the program runs within scope, time, and budget constraints with P & L responsibility.
  • The PM interfaces with task and functional leaders, subcontractors, and support personnel and leads the team in developing new products, processes, standards, or operational plans in support of the program.
  • Provides overall management and accountability for program budget with P&L responsibility
  • Directs activities that have significant impact on the achievement of results for the project/function
  • Responsible for resources, and frequently influences organizational or operational decisions made by leadership.
  • Solves difficult and complex problems and issues by gathering and analyzing information.

Basic Requirements:
A minimum of 12 years of experience performing work related to the labor category functional description and a BA/BS. Works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. Oversees the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Prior experience working with large IT service projects supporting the Navy is strongly preferred.

Education Requirements: BA/BS degree

Certification Requirements: Qualifying higher level IT-related certification such as CISSP, CySA+, SecurityX

Security Clearance: Top Secret or above (must be a US Citizen)

Telework and Travel: Hybrid. Up to 20% Travel

Contract: This position is supporting an active, funded contract.
