Full Job Description
Purpose:
The Program Manager will provide overall leadership, coordination, and management for a federal mission-support program. This position serves as the primary point of contact between Strativia and the client and is responsible for ensuring successful contract performance across multiple functional areas, including program operations, financial management, data analytics, process improvement, IT portfolio coordination, and administrative support.

The ideal candidate is an experienced federal Program or Project Manager who can lead cross-functional teams, manage budgets and resources, oversee reporting and risk management, and maintain strong communication with senior government stakeholders.

This position is contingent upon contract award.

Responsibilities:
  • Serve as the primary point of contact between Strativia and the client for all contract and program-related matters.
  • Provide overall contract management, staffing oversight, workload prioritization, reporting, quality management, and mission-support coordination.
  • Lead project planning, budgeting, resource allocation, and implementation activities.
  • Ensure program activities remain aligned with client objectives and contractual requirements.
  • Lead and coordinate cross-functional support across program operations, budget and financial management, data analytics, process improvement, IT portfolio coordination, and administrative support.
  • Prepare and deliver monthly operational status reports covering accomplishments, ongoing activities, emerging risks, staffing updates, operational metrics, and planned activities.
  • Monitor project performance against established goals, milestones, and benchmarks.
  • Identify risks and issues and develop mitigation or contingency plans as needed.
  • Manage staffing levels to ensure continuity of operations and uninterrupted performance.
  • Coordinate with client offices, internal stakeholders, subcontractors, and external organizations as required.
  • Attend and facilitate meetings with client leadership and other program stakeholders.
  • Lead and motivate project staff while promoting collaboration, accountability, ethical practices, and high-quality performance.
  • Manage program budgets and financial performance, including multimillion-dollar project resources.
  • Support rapid-response and surge requirements as needed.
  • Maintain accurate program documentation, reporting, schedules, and performance information.
  • Perform other duties as assigned in support of contract and client objectives.
Qualifications:
  • Must meet one of the following education/certification paths: Master's degree in a related field; or Project Management Professional (PMP) certification.
  • Minimum of 7 years of direct project or program management experience.
  • Minimum of 3 years of experience managing large-scale government contracts or complex financial management projects.
  • Demonstrated experience managing budgets of $3 million or more.
  • Experience leading diverse, cross-functional teams in complex or fast-paced environments.
  • Demonstrated experience with strategic planning, risk management, stakeholder communication, and performance management.
  • Experience supporting federal mission operations, operational coordination, executive taskers, or similar government support activities.
  • Experience managing competing priorities and delivering within tight timelines and regulatory requirements.
  • Strong written and verbal communication skills.
  • Strong leadership, organizational, analytical, and problem-solving skills.
  • Experience with financial management, budget execution, analytics, dashboarding, or business process improvement preferred.
  • Familiarity with tools such as Power BI, Tableau, ServiceNow, or similar systems preferred.
  • ITIL, Lean Six Sigma, FAC-P/PM, DAWIA-equivalent, or related certifications are considered a plus.
  • Ability to obtain and maintain a Public Trust designation or commensurate clearance.
