Join our team at Strategic Sight Consulting LLC for an opportunity as a Program Manager supporting the Operational Test and Evaluation Force (OPTEVFOR) and Air Test and Evaluation Squadron ONE (VX-1). This role supports the definition, conduct, and analysis of structured Operational Test and Evaluation (OT&E) of U.S. Naval systems and leads contract and task-order integration across staffing, schedule, quality, cost, security, travel, risk, and customer reporting.
Responsibilities and Background
- Serve as the primary contractor program-management authority for task-order execution, staffing, schedule, quality, cost, security, travel, risk, and Contracting Officer's Representative (COR) reporting.
- Provide program management support for technical and analytical OT&E activities supporting VX-1 and assigned Naval systems.
- Develop and maintain Plans of Action and Milestones (POA&Ms) for delivery of OT&E products to OPTEVFOR.
- Prepare trip reports and monthly status reports addressing progress on assigned tasks, meetings and conferences, work plans, labor hours, and funds expenditure.
- Provide program-management input and participate in leadership meetings to coordinate overall level of effort and support across assigned tasks.
- Conduct liaison with developing agencies, Navy laboratories, Navy operational commands, other U.S. Government agencies, and hardware/software contractors to support timely and effective testing and evaluation.
- Develop and document input and comments to the Test and Evaluation Master Plan (TEMP) related to or affecting OT&E.
- Provide financial tracking for contract execution and report financial status through required monthly and annual reporting.
- Communicate operational-analysis results, program status, risks, and decision needs effectively to sponsoring activities and decision makers.
- Support a mission environment that may require CONUS, OCONUS, at-sea, or other task-order travel.
Requirements
- United States citizenship.
- Minimum Top Secret security clearance. Specific task orders may require Top Secret/Sensitive Compartmented Information (TS/SCI) eligibility; personnel must be eligible for the clearance required to begin performance at task award.
- Ten or more years, within the last 15 years, of specialized professional experience in developmental or operational T&E of tactical aircraft, weapons, software, or systems and/or tactics development and evaluation.
- At least 4 of the required 10 years of experience must be in a project or program management capacity.
- Current working knowledge of Navy and multi-service missions, operations, logistics, management, and organizational responsibilities.
- Working knowledge of the DoD 5000 series, OPNAVINST 5000.42 series, and SECNAVINST 5000 series instructions.
- Demonstrated ability to interact effectively within the Naval community and communicate operational-analysis results to sponsoring activities and decision makers.
- Proficiency in developing POA&Ms for delivery of OT&E products to OPTEVFOR.
- Proficiency with Microsoft Office products, including Word, Excel, Project, and PowerPoint.
- Ability to meet additional task-order-specific qualifications based on the assigned System Under Test (SUT).
Desired Qualifications
- Direct experience supporting OPTEVFOR, VX-1, or a comparable Naval aviation OT&E organization.
- Experience leading multidisciplinary teams supporting tactical aircraft, weapons, software, or systems test programs.
- Familiarity with Mission Based Test and Evaluation System (MBTES) workflows and Navy OT&E reporting products
