Job Description

Summary:

Working with various Ahtna Joint Venture entities and ADB, provide overall program management direction on various heavy civil construction and infrastructure projects under Air Force (AFCEC), NAVFAC, and/or USACE nationwide . The Program Manager role provides the knowledge, skills, and experience necessary to manage complex projects with the collective efforts of the team and the ability to communicate clearly with, and manage expectations of, clients. The Program Manager is responsible for overall cost, schedule, quality, and customer satisfaction of the project.

Program management will include business development and the profitable delivery of quality services within the program. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. Assignments are deadline driven, so candidates must be able to set priorities, take ownership of program goals, work efficiently, and provide a consistent level of high quality in a high-pressure environment. The ideal candidate will be able to demonstrate innovation, excellent communication skills, and a high level of customer service.

Per State of California pay transparency laws, the salary range for this position is $134,076-$169,606/year.

Essential Duties and Responsibilities: (including but not limited to)

  • Develop overall program roadmap to guide planning at the client, contract, and/or office'
  • Review and approve detailed project/component level plans.
  • Develop and define acceptance criteria for all program/project phases/key deliverables.
  • Ensure program stays aligned to the strategic goals and delivers the planned/stated benefits.
  • Close monitoring of critical milestones and deliverables.
  • Develop program organization structure that ensures alignment of all program components towards collaborative execution and clearly defines roles and responsibilities of the program team.
  • Collaborate with various groups within Ahtna and multiple client organizations.
  • Identification analysis of all program risks and preparation for risk response plan.
  • Proactive communication of risks to concerned stakeholders.
  • Identify and ensure resolution of all program level issues.
  • Manage all communications between internal stakeholders, clients and third parties.
  • Ensure preparation of various status and progress reports with metrics for various stakeholders.
  • Align all the program components and groups to ensure program success
  • Create a high performance team environment where diversity is valued and people are treated with respect and dignity
  • Mentor project managers and junior staff
  • Ensure compliance with all quality, regulatory and security processes
  • Provides direct support by generating leads and providing technical support for proposal development
  • Desire and drive to develop and grow an expanding environmental services portfolio
  • Preparing and reviewing proposals per RFP and bid documents including estimating, and bid reviews.
  • Authoring and/or reviewing contract deliverables including, but not limited to, work plans, safety plans, sampling and analysis plans and reports
  • Support field staff as necessary
  • Apply innovative and effective management techniques to maximize employee performance.
  • Other duties as assigned by management


Level Specific Responsibilities: (may include but not limited to)

Level - Senior

  • Provide operational assistance to directors including staff supervision, recruiting, technical development, and business development planning
  • Manage business development for a medium-sized client/contract, multiple smaller clients/contracts and/or offices by identifying opportunities and leading proposal efforts to new secure work
  • Manage delivery of services for client(s), contract(s), and/or offices by coordinating labor adhering to client/contract expectations and requirements
  • Manage revenue and profit for program towards annual targets Technical and Business Development Mentoring


Minimum Qualifications:

All levels:

  • Bachelor's Degree in Engineering or Physical/Environmental Sciences
  • Experience may be substituted for education on a 1:1 basis
  • Valid Driver's License with clean driving record, able to drive company vehicle
  • Experience with Federal and State contracting
  • Ability to pass background checks by various Federal Agencies (e.g. DOD, DHS, FAA, etc.) to obtain security access badges
  • Thorough understanding of corporate and industry practices, processes, standards, etc. and their impact on project activities
  • Strong knowledge of Microsoft Office Suite including Word, Excel, PowerPoint and Outlook
  • Adept at explaining technical aspects of field work to internal and external clients verbally and in writing.


Level - Senior

  • Eight (8) years of project management experience including five (5) years of direct program management experience. Specialized training, professional registration/certification, and/or advanced degree may be substituted for work experience.


Preferred Qualifications:

  • Proficiency in Microsoft Project, or similar scheduling software
  • Professional Registration such as PE, PG, or PMP
  • Master's Degree in Engineering or Physical/Environmental Sciences
  • Marine Construction Experience

Working Environment:

  • Generally indoors. While outdoors may be subject to construction site conditions, confined spaces, changes in temperature, weather conditions and noise levels.


Physical Demands (including but not limited to):

  • Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.
  • While in the field reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 12 hours. Frequent lifting of up to 50 pounds such as small electrical components, equipment and other materials
  • Work requires computer usage with strength, dexterity, coordination and visual acuity to use keyboard and video display terminal and other office equipment.
  • Moderate travel required to shareholder communities, subsidiary offices and other project locations as needed.
