Full Job Description
Core Government Services (CGS) is looking for an experienced Program Manager / Site Manager to lead our Facility Maintenance Support team at the Department of Veterans Affairs (VA) Capital Region Readiness Center (CRRC) in Martinsburg, WV. The CRRC is a high-availability, 24/7/365 mission-critical facility supporting vital VA operations and Veteran data systems.

The Program Manager will serve as the primary CGS point of contact with the VA Contracting Officer (CO) and Contracting Officer's Representative (COR). This role is responsible for total contract performance, operational availability, 24/7 onsite staffing compliance, preventive and corrective maintenance execution, subcontractor and OEM management, quality assurance, safety compliance, and emergency escalation.

Responsibilities:
  • Serve as the authorized CGS representative with full authority to act on operational, contractual, and technical matters.
  • Lead overall facility maintenance operations across critical electrical, mechanical, HVAC, BMS/SCADA, life safety, and emergency power systems.
  • Maintain and enforce the 24/7/365 onsite staffing roster, ensuring compliance with the mandatory two-person minimum onsite coverage and the Single-Person Shift Event Protocol.
  • Oversee the implementation and day-to-day operation of the Computerized Maintenance Management System (CMMS) to log service tickets, track preventive/corrective work orders, track labor hours, manage spare parts, and generate monthly contract deliverables.
  • Manage and coordinate specialized subcontractors and Original Equipment Manufacturers (OEMs) for proprietary systems (e.g., Schneider/Square D switchgear, MGE UPS, MTU/John Deere generators, EcoStruxure BMS/SCADA).
  • Lead emergency response and incident escalation protocols, ensuring four-hour maximum emergency response times and next-day incident reporting.
  • Establish and enforce site-specific Quality Control (QCP) and Safety Plans complying with OSHA, NFPA 70E, and VA standards.
  • Maintain the Staff Competency Matrix, ensuring all onsite personnel maintain current licenses, certifications, and security credentials.
  • Coordinate with VA engineering personnel on utility outages, switching evolutions, and maintenance windows to ensure zero unplanned disruption to mission operations.

Required Education and Experience:
  • Substantial progressive management experience (5+ years) leading operations and maintenance in mission-critical facilities, data centers, healthcare infrastructure, or complex industrial environments.
  • Demonstrated technical expertise in electrical distribution, emergency backup power (generators/UPS), and critical HVAC cooling systems.
  • Proven track record managing federal facility support contracts, Service Contract Act (SCA) workforces, and multi-trade technical teams.
  • Extensive experience managing CMMS platforms and operational reporting deliverables.
  • Excellent written and verbal communication skills; proficiency in Microsoft Office (Word, Excel, PowerPoint, Project).
  • Ability to satisfy VA suitability requirements, including favorably adjudicated Special Agreement Check (SAC) / Tier 2/4 background investigation (e-QIP / SF-85P) and PIV credentialing.

Preferred Education and Experience:
  • Bachelor's Degree in Facility Management, Mechanical/Electrical Engineering, Construction Management, or equivalent technical trades experience and leadership certifications.
  • Certified Facility Manager (CFM), Project Management Professional (PMP), or Certified Plant Maintenance Manager (CPMM).
  • Direct experience managing Department of Veterans Affairs (VA) or Department of Defense (DoD) data centers or critical command centers.
  • Current OSHA 30-Hour General Industry / Construction Safety Certification and NFPA 70E qualification.

Working Conditions: Inside Government 24/7/365 mission-critical data center and utility plant facilities in Martinsburg, WV.

Work Schedule: Monday through Friday, [redacted], with 24/7 on-call escalation availability for emergencies and major maintenance evolutions.

Required Travel: Minimal, local travel within the National Capital Region if required for Government meetings.
