Full Job Description
Core Government Services company is seeking a skilled Assistant Program Manager / Lead Critical Systems Engineer to support operations at the VA Capital Region Readiness Center (CRRC) in Martinsburg, WV. This position serves as the primary technical authority for plant infrastructure and acts as the designated alternate to the Program Manager.

The Lead Critical Systems Engineer will provide hands-on technical leadership over building systems, oversee complex maintenance activities across medium/low-voltage electrical switchgear, UPS systems, central chilled water plants, and Schneider EcoStruxure BMS/SCADA systems, and ensure operational readiness 24/7/365.

Responsibilities:
  • Serve as the on-site technical leader and fulfill the duties and authorities of the Program Manager in their absence.
  • Oversee the operational status and preventive/corrective maintenance of critical infrastructure: 2.25 MW diesel generators, RussElectric paralleling gear, Square D switchgear, MGE Galaxy UPS systems, CRAH units, chillers, and fuel distribution systems.
  • Supervise the 24/7/365 operational shift teams (Plant Operators and Mechanics), ensuring standard operating procedures (SOPs), emergency operating procedures (EOPs), and Method of Procedures (MOPs) are rigorously executed.
  • Lead dual-person electrical switching events, lockout/tagout (LOTO) protocols, and critical load transfers in strict compliance with NFPA 70E safety standards.
  • Interface with the Schneider EcoStruxure Building Management System (BMS) and SCADA platform to analyze trends, investigate alarms, optimize sequence of operations, and prevent system outages.
  • Review and validate contractor and OEM service reports, technician field logs, and CMMS work order accuracy.
  • Lead initial root-cause failure analyses (RCFA) for abnormal facility events and draft technical corrective action plans for Government review.
  • Implement and monitor employee cross-training programs to ensure operational redundancy across mechanical, electrical, and control disciplines.

Required Education and Experience:
  • Minimum four (4) years of progressive technical experience in mission-critical facilities, data centers, industrial plants, or healthcare engineering environments.
  • Deep technical working knowledge of medium- and low-voltage electrical distribution, emergency generator systems, static transfer switches, UPS topologies, and central cooling plants.
  • Experience operating and troubleshooting commercial Building Automation Systems (BMS) and SCADA systems (e.g., Schneider EcoStruxure, Andover Continuum, or Tridium Niagara).
  • Current OSHA 10-Hour or 30-Hour safety training and NFPA 70E electrical safety training.
  • Strong technical writing and analytical skills; ability to interpret one-line electrical diagrams, mechanical piping schematics (P&IDs), and architectural drawings.
  • Ability to obtain and maintain VA suitability / Tier 2/4 background investigation approval (e-QIP / SF-85P) and PIV credentialing.

Preferred Education and Experience:
  • B.S. in Electrical, Mechanical, or Facilities Engineering, or equivalent combination of Master/Journeyman trade licenses and extensive data center operational experience.
  • Certified Data Center Management Professional (CDCMP), Certified Facility Manager (CFM), or NETA/NICET certification.
  • Factory-authorized training or direct operational experience with MGE Galaxy 5000/8000 UPS, MTU generator sets, or ASCO/RussElectric transfer switches.

Working Conditions: Inside Government 24/7/365 mission-critical data center and utility plant facilities in Martinsburg, WV.

Work Schedule: Monday through Friday, [redacted], with 24/7 on-call escalation availability for emergencies and major maintenance evolutions.
