Full Job Description
About the Team

The eBay Collectibles team is building the most trusted and dynamic marketplace for collectors across Trading Cards, Memorabilia, Coins, Comics, Toys, and more. We operate in a highly cross-functional environment, partnering across Product, Engineering, Trust, Legal, Finance, Operations, Marketing, and Category teams to deliver innovative, high-impact initiatives that improve the collector experience and drive business growth.

The Opportunity

We are seeking a Program Manager to support and drive a portfolio of strategic initiatives across the Collectibles business, with a primary focus on Offers and Buybacks across both Core and Live Collectibles.

This role will represent the Collectibles business unit and work closely with Product and cross-functional partners to translate business needs into clear requirements, manage functional dependencies, and drive programs from strategy through execution. The Program Manager will help establish and evolve the Offers and Buybacks roadmap, align stakeholders around key decisions, and ensure product and operational capabilities support the broader Collectibles strategy.

The role will also support the continued evolution of the Repacks program, including expansion into new categories, formats, and operating models. This will require developing expansion strategies, assessing business and customer needs, defining the capabilities required to scale, and building cross-functional support for proposed changes.

This is a highly visible role requiring strong program management fundamentals, product fluency, strategic thinking, and executive communication skills. The ideal candidate understands how product experiences are developed, can navigate complex functional dependencies, and can move ambiguous, cross-functional initiatives toward clear decisions and measurable outcomes.

Key Responsibilities
Offers and Buybacks Program Leadership
  • Drive the Offers and Buybacks program across Core and Live Collectibles, coordinating strategy, product development, operational readiness, and go-to-market execution.
  • Represent the Collectibles business unit in cross-functional discussions, ensuring customer, seller, category, and business needs are reflected in product decisions.
  • Translate business objectives and customer use cases into clear program requirements, priorities, and success criteria.
  • Partner with Product to define and advance the Offers and Buybacks roadmap, including near-term capabilities and longer-term program evolution.
  • Identify the product, policy, legal, trust, financial, operational, and technical dependencies required to launch and scale program capabilities.
  • Drive alignment and decisions across stakeholders when requirements, priorities, or functional needs conflict.
  • Establish clear ownership, sequencing, and escalation paths across dependent workstreams.
  • Support launch readiness, adoption planning, operating processes, and post-launch program improvements.
Product and Functional Dependency Management
  • Develop a strong understanding of the end-to-end product experience, including how buyer, seller, operational, and business workflows connect.
  • Partner with Product and functional teams to clarify requirements, document business use cases, and identify gaps in proposed solutions.
  • Build and manage integrated program plans covering product development, policy, operations, trust, legal, finance, marketing, and seller readiness.
  • Surface dependencies, risks, trade-offs, and unresolved decisions early, with clear recommendations for resolution.
  • Ensure product capabilities are designed to support both Core and Live Collectibles use cases where appropriate.
  • Help functional partners understand the broader business context, intended customer experience, and strategic importance of the program.
  • Maintain alignment between business priorities, product roadmaps, functional capacity, and launch timelines.
Repacks Strategy and Category Expansion
  • Support the continued evolution of the Repacks program across Collectibles.
  • Develop strategies for expanding Repacks into new categories, formats, seller models, and customer experiences.
  • Evaluate expansion opportunities based on customer demand, seller capabilities, category dynamics, operational complexity, and business impact.
  • Define the product, policy, trust, operational, and go-to-market capabilities required to support new Repacks use cases.
  • Build business cases and strategic narratives that clearly explain the opportunity, requirements, risks, and recommended path forward.
  • Partner with Category, Product, Live, Trust, Legal, Operations, and other stakeholders to gain support for proposed program expansions.
  • Help move Repacks initiatives from early concept through stakeholder alignment, pilot development, launch, and broader scaling.
  • Represent the business unit's perspective while balancing customer experience, seller needs, trust considerations, and marketplace outcomes.
Program Execution and Delivery
  • Lead 1-3 low- to mid-complexity programs or interconnected workstreams, ensuring end-to-end delivery.
  • Build and manage program plans, timelines, dependencies, decision points, and launch milestones.
  • Track risks, actions, decisions, and open issues, ensuring they are resolved or escalated appropriately.
  • Drive operating cadences, including weekly working sessions, leadership updates, decision forums, and launch-readiness reviews.
  • Establish clear roles and responsibilities across teams and ensure owners understand their commitments.
  • Maintain momentum across workstreams by identifying blockers, clarifying next steps, and driving teams toward decisions.
  • Define program goals and success measures and partner with relevant teams to monitor progress and outcomes.
  • Support planning cycles, roadmapping, prioritization, and resource-alignment discussions.
Cross-Functional Leadership and Alignment
  • Coordinate across Business, Product, Engineering, Live, Trust, Legal, Policy, Finance, Marketing, Operations, and Category teams.
  • Establish clear roles, responsibilities, governance models, and communication plans.
  • Ensure stakeholders remain aligned on objectives, requirements, timelines, dependencies, and deliverables.
  • Build productive relationships with partners who may have different priorities, incentives, or operating processes.
  • Navigate ambiguity and cross-functional complexity while maintaining focus on intended business and customer outcomes.
  • Facilitate discussions that help teams evaluate trade-offs, resolve disagreements, and make timely decisions.
  • Influence outcomes without relying on direct authority.
Executive Communication and Influence
  • Create executive-ready presentations, business cases, strategy documents, and program readouts.
  • Communicate program progress, decisions, dependencies, risks, and recommendations clearly to senior leadership.
  • Translate complex product and functional topics into concise narratives tailored to business and executive audiences.
  • Develop strategic recommendations that connect customer needs, program capabilities, and business outcomes.
  • Support weekly and monthly business reviews and other leadership forums.
  • Build stakeholder trust through structured, transparent, and proactive communication.

  • Develop and improve program management frameworks, governance models, documentation, and decision-making processes.
  • Drive consistency in program planning, dependency tracking, risk management, and execution standards.
  • Create scalable operating processes that support program launches and ongoing business operations.
  • Identify opportunities to improve cross-team efficiency, ownership, and accountability.
  • Document key requirements, decisions, processes, and program learnings to support future expansion.
Day-to-Day Responsibilities
  • Serve as the day-to-day program lead for Offers and Buybacks across Core and Live Collectibles, driving progress across strategy, product development, operational readiness, and launch execution.
  • Represent the Collectibles business unit in Offers and Buybacks product discussions, ensuring buyer, seller, category, and business needs are translated into clear requirements and priorities.
  • Partner closely with Product to define use cases, clarify requirements, shape the roadmap, and identify gaps in proposed solutions.
  • Run cross-functional working sessions and program cadences to align Product, Engineering, Live, Trust, Legal, Policy, Finance, Operations, Marketing, and Category teams.
  • Build and maintain integrated Offers and Buybacks program plans covering timelines, milestones, dependencies, risks, decisions, requirements, and owners.
  • Identify and manage the functional and product dependencies required to launch and scale Offers and Buybacks across both Core and Live experiences.
  • Drive stakeholders toward decisions when requirements, priorities, or functional needs conflict, escalating key trade-offs with clear recommendations.
  • Coordinate launch-readiness activities, including policy, operational processes, seller readiness, go-to-market plans, and post-launch support.
  • Monitor program progress and early performance to identify adoption gaps, customer experience issues, and opportunities for continued product evolution.
  • Build and refine Offers and Buybacks strategy documents, business cases, executive presentations, and leadership updates.
