Position Description:
The Program Manager is responsible for overseeing a complex federal IT program, ensuring strategic alignment, technical excellence, and high-quality service delivery across all program components. This role requires a seasoned leader with deep experience managing enterprise application development and modernization initiatives within a federal environment.
Your future duties and responsibilities:
• Provide overall leadership, direction, and oversight for a large-scale federal IT program, ensuring alignment with mission objectives and stakeholder expectations.
• Manage enterprise application development, modernization, and enhancement efforts, driving high-quality delivery through Agile and DevSecOps principles.
• Oversee day-to-day IT operations and service delivery for federal production environments, ensuring system availability, reliability, and performance.
• Lead multi-tenant or shared services operations, ensuring standardized processes, optimized resource utilization, and effective cross-program coordination.
• Manage Service Level Agreements (SLAs), operational metrics, and performance reporting; identify trends and implement continuous improvements.
• Ensure compliance with FISMA requirements and federal cybersecurity frameworks including NIST SP 800-53, NIST SP 800-37, and Zero Trust Architecture principles.
• Oversee security documentation, Plans of Action & Milestones (POA&M) management, and audit readiness activities for OIG, GAO, and OMB.
• Engage with federal stakeholders, contractors, and leadership teams to communicate program status, risks, issues, and strategic recommendations.
• Lead program governance processes, risk management activities, schedule oversight, and financial tracking to maintain program health and contractual compliance.
• Mentor and guide technical and functional teams to foster a collaborative, high-performing environment.
Required qualifications to be successful in this role:
• Bachelor's degree in Information Technology, Business, Engineering, or related discipline; equivalent experience will be considered.
• Minimum of 10 years of experience managing federal IT programs of similar size and complexity.
• Active PMP certification (required) or ability to obtain within six months; additional related certifications are a plus.
• Demonstrated experience supporting cybersecurity compliance activities, including FISMA, NIST SP 800-53, NIST SP 800-37, and Zero Trust initiatives.
• Hands-on experience managing enterprise application development or modernization programs within a federal environment.
• Experience supporting federal production systems and managing IT service delivery operations.
• Demonstrated ability to manage SLAs, availability metrics, operational reporting, and continuous service improvement processes.
• Strong communication, stakeholder engagement, and team leadership skills.
