Full Job Description
Ocean Bay, LLC, a subsidiary of Three Saints Bay, LLC and a Federal Government Contractor industry leader, is seeking an experienced Program Manager.

This position at Fort Lee in Virginia will support the Army's premier sustainment think tank and training institution, providing training, and training support and development services, to the schools and headquarters in support of training mission. This position is contingent on contract award.

Qualified candidates will possess competence and provide qualifications in the following areas of responsibility:
  • Oversee training, and training support and development services, to the schools and headquarters in support of training mission.
  • Training provided by the SCoE can be classroom training and/or hands-on performance-oriented training, simulation/virtual training, and/or field exercise training. Further, in support of the Advanced Individual Training (AIT) Transformation Strategy, field training exercises will be in a rigorous environment that replicates in a field unit and/or combat scenario-driven live-fire training in a realistic and safe environment. The realistic combat/rigorous training environment could be field training exercises, lanes training exercises, rifle marksmanship, reflexive fire, Convoy Live Fire Exercises (CLFX), Military Operations in Urban Terrain (MOUT), Army Combatives Program training, Common Skills training, etc.
  • Attend and provide analysis for In-Process Reviews
  • Interview, Hire, and evaluate staff to ensure successful contract performance
  • Provide monthly status reports / deliverables in accordance with contract requirements
  • Manage contract and personnel schedules to ensure continuity if operations
  • Manage budget and cost estimates to meet contract requirements
  • Update and Implement Standard Operating Procedures (SOPs) as required
  • Manage Government Furnished Property Equipment, and Services
  • Manage Contractor Furnished Property and Services
  • Responsible for and Instructor/Writer Services conducted by contract personnel
  • Responsible for Training Development Services conducted by contract personnel
  • Responsible for Training Support Services conducted by contract personnel


Qualifications:
  • U.S. Citizenship.
  • Active SECRET security clearance.

Education:
  • Bachelor's degree in either Management, Business Administration, Computer Science, Mathematics, Engineering or related and five (5) years of experience in management of projects or in evaluating doctrinal literature, programs, JCIDS process and concept analysis discipline OR
  • Associate's Degree in a related discipline with eight (8) years of experience in the management of similar projects or programs
  • PMP (or equivalent) Certification preferred
  • US Army Instructor and/or Curriculum Development certification preferred


Experience:
  • 5+ years in management of projects or in evaluating doctrinal literature, programs, JCIDS process and concept analysis for the DoD, preferably for US Army.
  • 5+ years of program management experience for a program of similar size and scope
  • Familiarity and/or experience with the above processes and systems is highly preferred.
  • Excellent oral and written communication skills.
  • Strong organization and time management skills
  • Excellent interpersonal skills
  • Fundamental negotiation skills
  • Knowledge of government contract management systems, Microsoft Project and other Microsoft Office applications.


Position is located at Fort Lee, Virginia.

The salary range is $120,000 -$180,000
