Description

The program controls manager is responsible for the technical leadership, operational direction and performance of project controls at the program level across an assigned portfolio. This position supports the section manager by ensuring that reporting systems, tools and personnel are developed, available and functioning according to enterprise project management center of excellence requirements.

The program controls manager oversees complex aspects of portfolio-level scheduling, cost control, earned value management (EVM) and risk integration while supporting project managers and project directors on programs of varying size and complexity. This position provides critical coaching, technical guidance and mentoring to project controls specialists and junior staff, helping to build the section's core cost and risk capabilities under the administrative direction of the section manager.

Job Functions:
  • Program-Level Reporting: Manage the implementation and maintenance of program-level reporting systems and data structures to produce integrated portfolio reports, cost data and forecasts for the section manager.
  • Technical Direction: Lead and direct schedule management using critical path method techniques, project cost management, forecasting and risk processes across multiple projects within the assigned program portfolio.
  • EVM and Cost Operations: Establish and ensure accurate EVM system reporting and cost management tracking, leading the monthly cost and schedule update cycle.
  • Risk Management: Oversee the risk management process across the assigned portfolio, identifying and mitigating project-level risk potentials and consolidating them into an integrated program-level view.
  • Interactive Planning: Lead interactive project planning meetings (IPPM) to align project scope, schedules and resource requirements.
  • Functional Mentorship: Provide functional direction, technical guidance and mentoring to schedulers, cost engineers and junior project controls specialists.
  • Staff Development Support: Support the section manager with recruitment, onboarding, professional training, retention efforts and performance evaluations for the project controls team.
  • Client Interface: Represent project controls to client teams at the working and controls-management level, peer-to-peer, while supporting the section manager in high-level business development and relationship management.
  • Execution Support: Develop and implement program-level project controls execution manuals, guidelines and templates (such as WBS and coding standards) to ensure consistency across all projects.

Qualifications
  • Bachelor's degree in engineering, Construction Management or related field and 7 years direct project controls experience or managing industry specific programs in project controls required or
  • Applicable experience may be substituted for degree requirement.
  • Field experience in facilitating and producing detailed construction schedules and interfacing those construction schedules with engineering and procurement activities required.
  • Experience with Oracle Primavera P6 preferred.
  • Experience with Project Management Information System(s) preferred.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills
  • Proficient with Microsoft office.
  • Advanced proficiency in Oracle Primavera P6 and Acumen preferred.
  • : Sound accounting and financial management principles as they relate to project forecasting, estimate at completion (EAC) tracking and contingency management preferred.
