Summary

This position is located in the department of Veterans Affairs, Veterans Benefits Administration (VBA), Office of Performance Analysis and Integrity (PA&I). PA&I is responsible for VBA's data management strategy, advanced analytical and statistical services, publishing VBA performance metrics, data request responses, and management of VBA's Data Warehouse, ensuring that stakeholders have accurate and available data to support the delivery benefits to Veterans.

The Program Analyst for PA&I performs a wide range of analyses, reporting, project management, and training activities. The position's responsibilities include but are not limited to the following:

  • Determine stakeholder information needs as per business requirements using data warehouse artifacts such as tables, applicable table relationships, data marts and views used to fulfill ADHOC data request
  • Analyzes, designs, develops, troubleshoots and debugs complex SQL and PL*SQL code to address stakeholder ADHOC requirements.
  • Communicates complex technical information and business concepts both in writing and verbally to stakeholders, subordinates, peers and leadership
  • Create technical solutions by developing user response documentation, code comments and clear code. Preparing and releasing correspondences for use by other federal, state and local agencies
  • Inform PA and I management of issues and events arising because of reviews and analyses for which the incumbent is assigned
  • Experience in database modeling, including data mart design, data cataloging management, and meta-data management in a Data Warehouse Environments.
  • Provide PA&I Leadership with status updates on the projects and data architecture enhancements
  • Assist in planning, coordination, and implementation of data marts and data architecture solutions supporting the Enterprise Data Warehouse Database internal and external partners
  • Create an optimal EDW data architecture design through data analysis and requirements elicitation
  • Collaborate with end users and contractor to identify needs and opportunities for improved data management and delivery
  • Develop end to end data warehousing solutions involving Informatica ETL development and front end visualization with Power BI, OBIEE or Tableau.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-13 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal, state, local, public, or private sector. Specialized experience for this position is defined as: Designing, developing and implementing complex Structured Query Language (SQL) or Procedural Language Extensions (PL/SQL) in a business environment. OR, designing and developing frontend solutions utilizing OBIEE, PowerBI or APEX; data warehousing development and architecture experience; leveraging data marts, working with Informatica or with Extra Transfer Loading (ETL) tools, and the ability to perform tune Oracle Procedural Language Extensions (PL/SQL) and Structured Query Language (SQL).

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
