Full Job Description
This analyst will serve within the OSSE Division of Strategic Funding for School Quality (FSQ) on the strategic planning and operations team. The analyst will be central in developing the division's standards for data management and design, ensuring quality in program staff's data collection, documentation of business rules, presentations, and adherence to quality assurance standards. The analyst will also serve as an advisor to divisional colleagues on data storage, management, analysis, and visualization.
Duties
Plans, develop, and conduct program analyzes of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Develops, maintains, and monitors projects, and integrated reporting system(s) affecting program(s) throughout the activity. Communicates information to supervisor for effective evaluation of program operations and milestones.
Oversees execution of programs of broad scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on major program objectives, operating policies, work operations, and progress. Assures program goals, objectives, and operations. Prepares internal instructions, operating policies, procedures, and guidelines concerning assigned program(s) and recommends required changes and adjustments to ensure proper and adequate accomplishment of program goals and objectives.
Qualifications and Experience
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Experience should also include working with federal education grants, reporting requirements and timelines and or general project, grants and fiscal management best practices, policies and procedures as well as applicable federal guidelines; knowledge of and preferably experience in interpretation of applicable federal education laws such as ESEA, EDGAR, GEPA and/or policy development based on federal education laws.

Duration of Appointment: This is an Education Service (ES), At-Will Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Protection-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
