Full Job Description
We are seeking a highly analytical and detail-oriented Program Analyst to support complex program planning, forecasting, and performance tracking within our Program Management Organization. The ideal candidate brings advanced Excel proficiency, strong business acumen, and the ability to translate data into actionable insights that drive program success. This position requires a few days each week onsite in our Frederick, MD office. US Citizenship is required.

Your tasks

  • Develop and maintain comprehensive forecasts for program scope, schedule, cost, and resource utilization.
  • Partner with program managers to build integrated program plans across multiple workstreams.
  • Continuously refine forecasting models to improve accuracy and responsiveness to changing program conditions.
  • Design and maintain sophisticated Excel-based models, dashboards, and reporting tools (e.g., pivot tables, Power Query, Power Pivot, complex formulas, macros/VBA if applicable).
  • Analyze large datasets to identify trends, risks, and optimization opportunities.
  • Produce executive-level reports and visualizations to support decision-making.
  • Track program KPIs, milestones, and deliverables against plan.
  • Conduct variance analysis (forecast vs. actuals) and provide clear insights and recommendations.
  • Support governance forums by preparing status reports, risk summaries, and performance dashboards.
  • Support budgeting, financial forecasting, and cost tracking for complex programs.
  • Model resource demand and capacity planning across multiple projects and teams.
  • Identify financial and operational risks and propose mitigation strategies.
  • Work cross-functionally with program managers, finance, operations, and leadership teams.
  • Translate technical and analytical findings into clear, business-friendly insights.
  • Support strategic planning initiatives with data-driven recommendations.


Your qualifications

  • Bachelor's degree in Business, Finance, Engineering, Data Analytics, or a related field.
  • 5+ years of experience in program analysis, PMO support, or a similar analytical role.
  • Advanced Excel expertise is required, including complex formulas (INDEX/MATCH, XLOOKUP, array formulas), Pivot tables and charts, data modeling and scenario analysis, Power Query / Power Pivot (preferred). VBA/macros expertise is preferred.
  • Strong analytical and problem-solving skills with high attention to detail.
  • Experience supporting large, complex, cross-functional programs.
  • Excellent communication skills with the ability to present data insights to senior stakeholders.
  • In order to be considered, candidates must reside in the US and be a U.S. citizen capable of receiving a US Government security clearance or public trust. Preferred Qualifications:
  • Experience with program/project management tools (e.g., MS Project, Smartsheet, Power BI, Jira).
  • Familiarity with financial modeling and forecasting methodologies.
  • Knowledge of PMO best practices and governance frameworks.
  • Experience working in fast-paced, matrixed environments.

The total compensation for this position is $83K-$110K. Total compensation includes base salary, variable pay (when applicable) plus benefits. The range is determined by the position, geographic location and level. Individual pay within the range is determined by several factors including location, education or training, relevant work history, sales incentive structure and job-related skills.
