Job Description

The Product Owner is a crucial role on an application development team helping to transform a high-level vision into detailed functional requirements, create product user stories, and accept the completed deliver within a given iteration. That person is the primary contact responsible for making sure the development team works on the tasks that address specific product scope and capabilities.

Responsibilities

Product Ownership & Strategy

• Define and own product vision, roadmap, and strategic priorities aligned with organizational goals.

• Partner with executive stakeholders to identify business opportunities, evaluate market needs, and prioritize investments.

• Translate business objectives into actionable product requirements, epics, features, and user stories.

• Partner with the Data ecosystem in defining the Architecture, Ingestion frameworks, Consumption patterns, and aligning it across the Enterprise

• Drive product backlog prioritization and align business value with technical execution.

• Establish success metrics, KPIs, and outcome-based product measurement frameworks.

• Lead discovery workshops, design thinking sessions, and business process optimization initiatives.

Project & Program Management

• Lead large-scale healthcare transformation programs from inception through implementation and post-production support.

• Manage project scope, schedule, budget, risks, dependencies, and stakeholder communications.

• Establish governance models and executive reporting mechanisms.

• Coordinate cross-functional teams including Product, Engineering, QA, Data, Architecture, Operations, and Business SMEs.

• Drive Agile delivery practices and oversee sprint planning, release planning, and milestone tracking.

• Ensure successful deployment, adoption, change management, and benefits realization.

Stakeholder Management

• Build trusted relationships with executive leadership, business owners, clients, and external partners.

• Facilitate strategic discussions and drive consensus among diverse stakeholder groups.

• Present business cases, program status, risks, and recommendations to senior leadership.

• Act as the voice of the customer and advocate for business priorities throughout execution.

Innovation & AI Enablement

• Identify opportunities to leverage AI, automation, analytics, and digital technologies within payer operations.

• Drive adoption of data-driven decision-making and product performance insights.

• Collaborate with enterprise architecture and data teams to develop scalable healthcare solutions.

• Evaluate emerging healthcare technologies and industry trends.

Qualifications

• 8+ years of work experience as a Product Owner who is used to working in a high-performing Scrum environment.
• • 8+ years of Product Management/Product Ownership experience.
• • 8+ years of Project or Program Management experience delivering enterprise-scale initiatives.
• 2+ years of consulting industry experience, with strong relationship management, and account management experience.
• Highly proficient in collaborating with project stakeholders, end-users, business partners, and technical team members to deliver high-quality products.
• Strong collaboration and engagement skills with cross-functional teams including Development, QA, Product Management, UX Design, and Testing; proficient in creating detailed requirements, user stories, and user acceptance criteria (UAC).
• Strong written skills with verbal communication experience and solid presentation skills who is highly proficient in collaborating with project stakeholders, end-users, business partners, and technical team members to deliver high-quality products.
• Ability to define high-level business objectives and drive product roadmaps.
• Demonstrated ability to leverage AI tools to enhance productivity, streamline workflows, and support data-informed task execution.
• Familiarity with AI-enhanced platforms is a plus.
• A solid understanding of AI capabilities and limitations, including ethical considerations, is expected.
• Bachelor's degree or foreign equivalent required from an accredited institution.
• Experience in agile and scrum development organizations.

Nice to have:

• Certification - Certified Scrum Product Owner (CSPO) or Professional Scrum Product Owner (PSPO) is a plus.

The salary range for this position takes into consideration a variety of factors, including but not limited to skill sets, level of experience, applicable office location, training, licensure and certifications, and other business and organizational needs. The new hire salary range displays the minimum and maximum salary targets for this position across all US locations, and the range has not been adjusted for any specific state differentials. It is not typical for a candidate to be hired at or near the top of the range for their role, and compensation decisions are dependent on the unique facts and circumstances regarding each candidate. A reasonable estimate of the current salary range for this position is $64,974.00 to $149,880.00.
